ORDINANCE NO 12,898
AN ORDINANCE RECEIVING AND ACCEPTING THE
REPORT OF THE UNITED STATES CIVIL SERVICE
COMMISSION PERTAINING TO A PERSONNEL SYSTEM
FOR THE CITY; CREATING THE DEPARTMENT OF
PERSONNEL; CREATING POSITIONS FOR STAFFING
SAID PERSONNEL DEPARTMENT; APPROPRIATING FUNDS
TO DEFRAY THE COST OF OPERATION OF SAID DEPART-
MENT; AND FOR OTHER PURPOSES
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. The Report and recommendations of the United
States Civil Service Commission pertaining to the City of
Little Rock's personnel system is hereby received and accepted.
SECTION 2. There is hereby created under the direct con-
trol and responsibility of the City Manager, a Department of
Personnel. The functions of the Civil Service Commission staff
pertaining to a personnel system for the City of Little Rock,
other than that which the State law specifically vests in the
Civil Service Commission of the City of Little Rock, together
with the functions of the training and orientation staff, are
hereby consolidated and assigned to the Department of Personnel.
The current personnel of the Civil Service Commission Staff and
the positions therein created are hereby transferred to the
Department of Personnel. In addition, the following new positions
are hereby created within the Department of Personnel:
a) One Director of Personnel
b) Two Classification Analysts
c) One Clerk Typist
d) One Interviewer
e) One Test Development Technician
The City Manager is hereby authorized to proceed with the
filling of the position of Director of Personnel on a temporary
basis.
SECTION 3. There is hereby appropriated from Federal
Revenue Sharing Funds the sum of $79,800.00 to be used, together
with sums heretofore appropriated in the 1974 City Budget for
administrative and personnel expense in the Civil Service
Commission, to defray the personnel and administrative costs for

the remainder of the year 1974 of the Personnel Department.
SECTION 4. The City Manager and his designated represen-
tatives are hereby authorized and directed to proceed with
the careful and expeditious drafting of a proposed personnel
ordinance dealing in detail and with the substantive provisions
and requirements for a personnel system in keeping with the
recommendations of the United States Civil Service Commission
and yet consistent with the requirements of the Civil Service
laws of the State of Arkansas applicable in the City of
Little Rock.
SECTION 5. This Ordinance shall be in full force and
effect from and after its passage.
