ORDINANCE NO. 13,094
AN ORDINANCE APPOINTING A COMMISSIONER FOR
METROCENTRE IMPROVEMENT DISTRICT NO. 1 OF
THE CITY OF LITTLE ROCK, ARKANSAS
WHEREAS, Metrocentre Improvement District No. 1 of the
City of Little Rock, organized pursuant to the authority of
Act 162 of the Acts of the General Assembly of the State of
Arkansas for the year 1973 ( "Act 162 ") was created by
Ordinance No. 12,849 of the City of Little Rock, adopted
October 16, 1973; and
WHEREAS, Herbert H. McAdams, who was appointed as a
member of the Board of Commissioners for said District, has
resigned as Commissioner; and
WHEREAS, Section 11 of said Act 162 provides that
vacancies of Commissioners shall be filled by appointment
of the Board of Directors of the City of Little Rock;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF LITTLE
ROCK, ARKANSAS:
Section 1. It is hereby determined that there exists
a vacancy on the Board of Commissioners of Metrocentre
Improvement District No. 1 of the City of Little Rock, Arkansas,
by virtue of the resignation therefrom of Herbert H. McAdams,
who was appointed to such office by Ordinance No. 12,849 of
the City of Little Rock.
Section 2. W. P. Gulley, Jr., a person meeting the
requirements of said Act 162, is hereby appointed as a
member of the Board of Commissioners of Metrocentre Improvement
District No. 1 of the City of Little Rock, Arkansas.
Section 3. It is hereby found and declared that the
appointment of a Commissioner for Metrocentre Improvement
District No. 1 of the City of Little Rock, Arkansas, is neces-
sary in order that its work may proceed without delay so as

to accomplish the purposes for which said District was created,
thereby preventing the further deterioration of the central
business district of the City of Little Rock. Therefore, an
emergency is declared to exist, and this Ordinance, being
necessary for the preservation of the public peace, health
and safety, shall take effect and be in force from the date
of its approval.
