13029ORDINANCE NO 13,029 AN ORDINANCE AWARDING A CONTRACT TO WHITEHURST BROTHERS, INC. FOR THE CONSTRUCTION OF THE NEW CENTRAL FIRE STATION; TRANSFERRING RESERVED STREET FUNDS TO THE GENERAL FUND FOR USE IN SAID CONSTRUCTION; APPROPRIATING FUNDS; AUTHORIZING PAYMENT; AND FOR OTHER PURPOSES WHEREAS, invitation to bid was duly advertised and bids received pursuant thereto according to law for the construction of the new Central Fire Station to be located at Seventh and Chester Streets; and WHEREAS, the lowest responsible and responsive bidder has been determined and it is the desire of the Board of Directors to authorize construction of the said Central Fire Station by the lowest responsible and responsive bidder; and WHEREAS, beginning in 1962 and continuing through 1967, the aggregate sum of $1,644,693.00 was appropriated from the City's General Fund and $150,000.00 was reserved in the Street Fund to be used for right of way purchases along the East -West Express- way and the sum of $1,489,693.00 was transferred from the said General Fund to the reserved Street funds for those said right of way purposes; and WHEREAS, the Bureau of Public Roads has assumed responsibility for construction of the East -West Expressway leaving reserved funds in the amount of $150,000.00 remaining in the Street Fund; $155,000.00 remaining in the General Fund and $300,785.90 re- maining in the Right of Way Fund. NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. The lowest responsible and responsive bid on the construction of the new Central Fire Station has been deter- mined and a contract is hereby awarded to Whitehurst Brothers, Inc. for the construction and erection of the said Central Fire Station. SECTION 2. The Street Fund Reserve identified in Whereas paragraph three above is hereby abolished and the sum of $150,000.00 is hereby transferred to the General Fund as reim- bursement for right of way purchases made from that fund. Fur - then, the right of way fund in the amount of $300,785.90 also i :. -2- identified in Whereas paragraph three above be and the same is hereby transferred to the General Fund of the City of Little Rock. SECTION 3. The sum of $605,785.90 is hereby appropriated from the General Fund to be used in the construction of the new Central Fire Station. SECTION 4. The sum of $285,000.00 is hereby appropriated from Federal Revenue Sharing funds to be used in the construction of the Central Fire Station. SECTION 5. The City Manager and Director of Finance are hereby authorized and directed to issue the necessary warrant or warrants from time to time as deemed necessary for payment of construction costs of the Central Fire Station. Said con- struction shall at all times.comply with bidding requirements and specifications on file in the office of the Chief of the Little Rock Fire Department.
