AN ORDINANCE VACATING, ABANDONING AND CLOSING ALL THAT PART OF
WOLFE STREET, BATTERY STREET, SUMMIT STREET, SCHILLER STREET, PARK
AVENUE, DENNISON STREET AND RICE STREET NORTH OF WEST SEVENTH
STREET AND SOUTH OF THE MISSOURI PACIFIC RAILROAD RIGHT -OF -WAY AND
ALL THAT PART OF WEST FOURTH STREET, JEST CAPITOL AVENUE AND WEST
SIXTH STREET WEST OF WOLFE STREET AND SOUTH AND EAST OF THE MIS-
SOURI PACIFIC RAILROAD RIGHT -OF -WAY.
WHEREAS, under the provisions of the Arkansas Revenue Depart-
ment Building Act (Act No. 151 of the Acts of Arkansas of 1963 and
Amendments thereto), the Arkansas Revenue Department Building Com-
mission was authorized to acquire in the name of the State of Ark-
ansas for purposes of expansion of the State Capitol Grounds all
that property lying west of Wolfe Street, north of West Seventh
Street and south and east of the Missouri Pacific Railroad right-
of-way; and
WHEREAS, in accord with said authority the Arkansas Revenue
Department Building Commission has acquired all of the property
within the described boundaries, and the State of Arkansas is now
the owner in fee simple absolute title of all of said lands; and
WHEREAS, the Arkansas Public Building Authority, under the
provisions of the Arkansas Public Building Authority Act (Act No.
236 of the Acts of Arkansas of 1973), is in the process of creating
a land use plan for the property which will include the relocation
of the streets within the area and the abolition of others and desires
to have all of the streets within this area vacated, abandoned and
closed; and
WHEREAS, the streets within the described area are no longer
needed for use as streets for travel by motor vehicles, pedestrians
or other traffic, and for means of access to other lands, and are
accordingly no longer needed for corporate purposes; and
WHEREAS, in order to better provide for the public welfare,
safety, comfort and convenience of the general public, the inhabitants
of the City of Little Rock, Arkansas, and the users of said streets,
it is necessary to vacate, close and abandon the streets herein
referred to;

NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1. That it is hereby ascertained and declared that the use, as public
streets, of the hereinafter described streets are no longer necessary and needed by
adjoining landowners, the general public and for access to other lands in the vicinity;
that other streets and routes are presently in existence or will be constructed by
the State of Arkansas to safely and adequately serve the needs of those members of
the public traveling to and from areas now or previously served by said streets;
that said streets are no longer required for corporate purposes as public streets
and should accordingly be vacated, abandoned and closed, and all of the right, title
and interest of the City of Little Rock, Arkansas, in the said vacated portions of
said streets should revert to the adjoining landowner.
SECTION 2. That the City of Little Rock, Arkansas, under its powers as set
forth in Arkansas Statutes (1947) U 19 -2304, and 0 19 -3029, hereby vacates, abandons
and closes the following described streets and relinquishes, grants and conveys unto
the adjoining landowner all of the right, title and interest of the City of Little
Rock, Arkansas, of its inhabitants, and the public generally, in said streets,
to -wit:
All that part of Wolfe Street, Battery Street, Summit Street, Schiller
Street, Park Avenue, Dennison Street, and Rice Street lying north of
the north right -of -way line of West Seventh Street and lying south
of the Missouri Pacific Railroad right-of-way; and all that part of
West Fourth Street, West Capitol Avenue and West Sixth Street lying
west of the east right -of -way line of Wolfe Street and lying east
of the Missouri Pacific Railroad right-of-way;
subject, however, to any public utility easements located in said streets.
SECTION 3. That a copy of this Ordinance, duly certified by the City Clerk,
shall be filed in the office of the Recorder of Pulaski County, Arkansas, and
recorded in the deed records of said County.
SECTION 4. That all Ordinances or parts of Ordinances in conflict herewith
are hereby repealed.
