4 DEVELOPMENT AND ESTABLISH A PLANNED COMMERCIAL
5 DISTRICT TITLED SPLASH CARWASH REVISED SHORT -FORM PCD
6 (Z- 6179 -C), LOCATED AT 14103 CANTRELL ROAD, LITTLE ROCK,
7 ARKANSAS; AMENDING THE OFFICIAL ZONING MAP OF THE CITY
8 OF LITTLE ROCK, ARKANSAS; AND FOR OTHER PURPOSES.

10 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
11 OF LITTLE ROCK, ARKANSAS:
12 SECTION 1. That the zoning classification of the following described property be changed
13 from R -2, Single - Family District, and PCD, Planned Commercial District, to Revised PCD:
14 Part of the E 'h E '/z NE '/4 NE '/4, Section 19, T -2 -N, R -13 -W, Little Rock, Pulaski
15 County, Arkansas more particularly described as follows: Commencing at the southeast
16 corner of said E '/2 E %2 NE '/4 NE '/4; thence NO1 °50'50 "E, 813.03 feet; thence
17 N63 017'34 "W, 231.20 feet to the point of beginning; thence continuing N63 017'34 "W,
18 130.04 feet; thence N01 055'35 "E, 258.48 feet to a point on the southerly right -of -way
19 line of Arkansas State Highway #10; thence along said right -of -way line S60 009'04 "E,
20 154.03 feet; thence continuing along said right -of -way line S83 °21'02 "E, 11.97 feet;
21 thence S09 002'47 "W, 241.74 feet to the point of beginning.

25 corner of the NE '/4 NE '/4 of said Section 19; thence S01 °09'38 "W along the east line of
26 the said NE '/4 NE '/a a distance of 339.80 feet to a point of the west right -of -way line of
27 Black Street for the point of beginning; thence continue SO1 °09'38 "W along the west
28 right -of -way line of Black Street, a distance of 180.80 feet; thence N64 004'01 "W a
29 distance of 233.49 feet; thence N08 °41'04 "E a distance of 243.16 feet to the south right -

Section 2. That the approval of Splash Carwash Revised Short-Form PCD (Z- 6179 -C), located at
14103 Cantrell Road, is subject to compliance with the following additional conditions:
That the preliminary site development plan/plat be approved as submitted, including all
staff comments and conditions as outlined in the Planning Commission Agenda Staff
Report in paragraphs D, E, F and including any conditions indicated in the staff analysis
in paragraph H and subject to additional conditions imposed at the Planning Commission
Public Hearing as amended by the applicant.
Section 3. That the preliminary site development plan/plat be approved as recommended by the
Little Rock Planning Commission.
Section 4. That the change in zoning classification contemplated for Splash Carwash Revised Short-
Form PCD (Z- 6179 -C), located at 14103 Cantrell Road, is conditioned upon obtaining a final plan
approval within the time specified by Chapter 36, Article VII, Section 36 -454 (e) of the Code of
Ordinances.
Section 5. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little
Rock, Arkansas, and designated district map be and is hereby amended to the extent and in the respects
necessary to affect and designate the change provided for in Section 1 hereof.
Section 6. That this ordinance shall not take effect and be in full force until the final approval of the
plan.
Section 7. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
ordinance.
Section 8. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent
with the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
