PULASKI COUNTY CIRCUIT /COUNTY CLERK Fees $25.00 ORDINANCE NO. 20,627 AN ORDINANCE TO APPROVE A PLANNED ZONING DEVELOPMENT AND ESTABLISH A PLANNED RESIDENTIAL DISTRICT TITLED PARKLAND HEIGHTS REVISED LONG -FORM PD- R (Z- 4343 -BB), LOCATED NORTH OF CHENONCEAU BOULEVARD AND EAST OF PATRICK COUNTY ROAD, LITTLE ROCK, ARKANSAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR OTHER PURPOSES. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. That the approval of Parkland Heights Revised Long -Form PD -R (Z- 4343 -BB), located north of Chenonceau Boulevard and east of Patrick County Road, is subject to compliance with the following additional conditions: • That the preliminary site development plan /plat be approved as submitted, including all staff comments and conditions as outlined in the Planning Commission Agenda Staff Report in paragraphs D, E, F and including any conditions indicated in the staff analysis in paragraph H and subject to additional conditions imposed at the Planning Commission Public Hearing as amended by the applicant. • A dense evergreen vegetative screen will be planted as shown on the site plan to screen and obscure the vehicular use areas adjacent to the north side of the development from the adjacent residential zoned property. The screen will consist of shrubs and native evergreen trees. Plantings shall provide a dense screen, eight (8) feet to twelve (12) feet in height within four (4) years of planting. The landscape screen shall be reviewed and approved by the City of Little Rock and the Ranch Architectural Control Committee. • A six foot tall opaque wood fence, with eight foot tall masonry pilasters shall be constructed along the northern property line. The eastern 600 feet of the fence, adjacent to Tract A and the fence adjacent to the proposed apartments shall be constructed during construction of the first apartment building. As construction of the apartments progresses westward the fence shall be extended westward to match the western boundary of the phased apartment development. Section 3. That the preliminary site development plan/plat be approved as recommended by the Little Rock Planning Commission. Section 4. That the change in zoning classification contemplated for Parkland Heights Revised Long -Form PD -R (Z- 4343 -BB), located north of Chenonceau Boulevard and east of Patrick County Road, is conditioned upon obtaining a final plan approval within the time specified by Chapter 36, Article VII, Section 36 -454 (e) of the Code of Ordinances. Section 5. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little Rock, Arkansas, and designated district map be and is hereby amended to the extent and in the respects necessary to affect and designate the change provided for in Section 1 hereof. Section 6. That this ordinance shall not take effect and be in full force until the final approval of the plan. Section 7. Severability. Section 8. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
