14016ORDINANCE NO. 14,016 AN ORDINANCE LEVYING A CITY -WIDE SALES AND USE TAX; PRESCRIBING OTHER MATTERS RELATING THERETO; AND DECLARING AN EMERGENCY. WHEREAS, by Act 133 of 1981 the General Assembly of the State of Arkansas has amended Act 990 of 1975 to apply to cities of the first class; and WHEREAS, the City of Little Rock is a city of the first class under the laws of the State of Arkansas; and WHEREAS, Act 990 of 1975 as amended provides that cities of the first class may levy a city -wide sales and use tax of up to one percent (1 %) on the receipts from the sale at retail within such city of all items which are subject to taxation under the Arkansas Gross Receipts Tax (Act 386 of 1941); NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. That a sales and use tax of not more than one percent (1 %) on the receipts from the sale at retail of all items subject to taxation under Act 386 of 1941, is hereby levied within the City of Little Rock, Arkansas. Provided, however, that this tax shall not apply to purchases made prior to July 1, 1981. SECTION 2. That the said sales and use tax herein levied shall be placed in the ballot and voted on by the electorate pursuant to Act 990 of 1975 as amended by Act 133 of 1981 and the election laws of the State of Arkansas. SECTION 3. That if the electors approve the sales and use tax adopted herein this Ordinance shall become effective on the first day of the first calendar month subsequent to the expiration of the full thirty (30) day period of challenge.
