13950Y . i ORDINANCE NO. 13,950 AN ORDINANCE ANNEXING CERTAIN LANDS THAT ARE COMPLETELY SURROUNDED BY THE INCORPORATED LIMITS OF THE CITY OF LITTLE ROCK; DECLARING AN EMERGENCY: AND FOR OTHER PURPOSES. WHEREAS, Act 314 of 1979 provides that unincorporated islands of land that have been completely surrounded by the incorporated limits of a municipality may be annexed by that municipality; and WHEREAS, the City of Little Rock desires to annex certain lands more completely described below; and WHEREAS, all necessary urban services, such as fire and police protection, are to be extended to such area within a reasonable period of time; and WHEREAS, the area to be annexed complies with the standards for lands qualifying for annexation which are set forth in Ark. Stat. Ann. S. 19 -307.1 (Cum. Supp. 1977) and Act 314; and WHEREAS, a public hearing was held on December 16, 1980, regarding this proposed annexation; and WHEREAS, on November 25, 1980, a legal notice was published setting out the legal description of the territory proposed to be annexed and on November 26, 1980, all property owners within the area were sent notification by certified mail of their right to appear at the public hearing. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. That the following described unincorporated area which is completely surrounded by the City Limits of the City of Little Rock is hereby annexed to the City of Little Rock. a. "Lindsey Road Island ": Part of the NW 1/4, Section Seventeen (17), T -1 -N, R -11 -W. Commencing at a point that is 43.43 feet E and 300 feet S of the NE corner of the N 1/2 of the NE 1/4 of the NW 1/4 of Section Seventeen (17), T -1 -N, R -11 -W, Pulaski County, Arkansas; thence proceed S 87° 56' W, 1363.43 feet to the existing Little Rock City limits, thence southerly crossing East Roosevelt Road and following the existing Little Rock City limits 450 feet to the toe of the existing levee, and the point of beginning; thence N 75° 51' E, 325 feet along the toe of the levee to the W right -of -way line of Lindsey road; thence southeasterly 500 feet more or less, along said westerly right -of -way line to the intersection of said westerly right -of -way line and the centerline of the Fourche Creek; thence southwesterly along the meanders of the centerline of Fourche Creek 490 feet more or less, to the intersection of the centerline of Fourche Creek, and the E boundary of the W 1/2, W 1/2, Section Seventeen (17), T -1 -N, R -11 -W; thence N along said W 1/2, W 1/2 line 700 feet, more or less, to the point of beginning. Said property contains 6.36 + acres and is to include all adjacent and abutting streets and rights -of -way. SECTION 2. All necessary urban services, such as police and fire protection, shall be extended to such area within a reasonable time. SECTION 3. Because these areas are in need of all necessary urban services, such as police and fire protection, and this is necessary for the public peace, health, safety and welfare, an emergency is declared to exist.
