AN ORDINANCE APPROPRIATING $30,000
FROM THE UNAPPROPRIATED BALANCE OF
THE GENERAL FUND FOR THE SANITATION
COLLECTION OPERATIONS PROJECT;
AUTHORIZING THE TRANSFER OF $95,000
FROM THE SCHEDULE II, CATEGORY B,
SPECIAL PROJECTS FUND AND $10,000
FROM THE SANITATION COLLECTION
DIVISION OPERATING ACCOUNT;
DECLARING AN EXCEPTIONAL SITUATION,
WAIVING COMPETITIVE BIDDING AND
AUTHORIZING THE CITY MANAGER TO
AWARD A CONTRACT FOR THE PURCHASE
OF A METAL BUILDING FOR THE
SANITATION COLLECTION OPERATION; AND
FOR OTHER PURPOSES.
WHEREAS, the new Central Vehicle Maintenance Facility
will be operational this summer; and
WHEREAS, it is desirable for the location of the
Sanitation Collection Operations Facility to be at the same
place as the Central Vehicle Maintenance Facility; and
WHEREAS, separation of the Collection Vehicle
Maintenance from the new Central Vehicle Maintenance
Facility will create a maintenance, scheduling and
transporation problem that will cost the City $38,000 per
year; and
WHEREAS, $135,000 is necessary for the construction of
a pre - engineered metal building at the material yard near
the Central Vehicle Maintenance Facility in order that the
Sanitation Collection Operations may be relocated.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. Thirty thousand dollars is hereby
appropriated from the unappropriated balance of the General
Fund for the Sanitation Collection Operations Project.
SECTION 2. Ninety -five thousand dollars is hereby
authorized to be transferred from the Schedule II, Category
B, Special Projects Fund.

SECTION 3. Ten thousand dollars is hereby authorized
to be transferred from the Sanitation Collection Division's
Operating Account for the Sanitation Collection Operations
Project.
SECTION 4. There is hereby declared an exceptional
situation in that there is sole source for pre- engineered
metal buildings and, therefore, competitive bidding is not
feasible in the purchase of such a building.
SECTION 5. Competitive bidding is hereby waived in
the case of the purchase of a pre- engineered metal building
for the Sanitation Collection Operations Project.
SECTION 6. The City Manager is hereby authorized to
award a contract for the purchase of a metal building for
the Sanitation Collection Operations Project.
SECTION 7. This ordinance shall be in full force and
effect from and after its passage and approval.
