AN ORDINANCE RENEWING FOR THE YEAR 1980 AMBULANCE
SERVICE OPERATORS FRANCHISES FOR A -1 AMBULANCE
SERVICE, INC. AND MEDIC -VAC AMBULANCE SERVICE, INC.
WITHIN THE CITY OF LITTLE ROCK; AUTHORIZING THE
ISSUANCE OF THE NECESSARY PERMITS; AND FOR OTHER
PURPOSES.
WHEREAS, A -1 Ambulance Service, Inc. and Medic -Vac Ambulance, Inc.
have applied for renewal of their amublance service operators franchises
for the year 1980 within the City of Little Rock; and
WHEREAS, the said A -1 Ambulance Service, Inc. and Medic -Vac Ambulance,
Inc. have complied with all provisions of the Code of Ordinances pertaining
to renewal of said Franchises; and
WHEREAS, it is the desire of the Board of Directors to renew said
Franchises for the year 1980.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS:
SECTION 1. The franchises heretofore awarded to A -1 Ambulance Service,
Inc. and Medic -Vac Ambulance, Inc. as ambulance service operators in the
City of Little Rock are hereby amended and issued for the year 1980 as follows:
A -1 Ambulance Service will be the primary responder to all
areas West and North of a line beginning at the City Limits
on the Arkansas River near Beauregard Drive and following
the City Limits to Fourche Dam Pike; North of (but not in-
cluding) Fourche Dam Pike West to Roosevelt; North of (but
not including) Roosevelt to I -30; West of (but not including)
I -30 South to the City Limits; West on the City Limits
boundary to an area near University Avenue and Asher Avenue;
North of (but not including) the intersection of University
Avenue and Asher Avenue and North of (but not including)
Asher West to 36th Street; North of (but not including)
36th Street West to the City Limits.
Medic -Vac Ambulance Service will be the primary responder to
all areas East and South of a line beginning at the City
Limits on the Arkansas River near Beauregard Drive and
following the City Limits to Fourche Dam Pike; Fourche Dam
Pike West to Roosevelt; Roosevelt West to I -30; I -30 South
to the City Limits. This line will begin again at the City
Limits near University Avenue and Asher Avenue and travel
West from the intersection of University and Asher to 36th
Street and West on 36th Street to the City Limits.
SECTION 2. The first responder of a territory is dispatched by the
Resource Coordination Center (RCC) when no specific service is requested.
SECTION 3. Making an Emergency Service call without first having
notified the RCC and having an authorized run number is prohibited.
SECTION 4. Should an ambulance company receive a direct call for
service anywhere in the city they may respond after notifying the RCC and
receiving a run number. Should both companies receive a direct call for
service to the same location, the first company having contacted the RCC
and having received a run number will be authorized to make the run.
SECTION 5. If a company is dispatched and fails to notify the RCC
within two (2) minutes of a unit enroute to the scene, the other company
will be dispatched and entitled to make that particular run.
SECTION 6. Either company may provide service outside their territory
on a contract basis.
SECTION 7. The City Manager or authorized agent may make and enforce
rules and regulations pertaining to ambulance operation as necessary.
Violation of this Ordinance may result in suspension of franchise for a
two (2) to ten (10) day period and three (3) such violations may result in
revocation of franchise at the discretion of the City Manager or authorized
agent.
SECTION 8. This Ordinance shall be in full force and effect from and
after its passage.
