4 DEVELOPMENT AND ESTABLISH A PLANNED COMMERCIAL
5 DISTRICT TITLED HEARNE SHORT -FORM PCD (Z- 8761), LOCATED
6 AT 1853 RINGO STREET, LITTLE ROCK, ARKANSAS, AMENDING
7 THE OFFICIAL ZONING MAP OF THE CITY OF LITTLE ROCK,
8 ARKANSAS; AND FOR OTHER PURPOSES.

10 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
11 OF LITTLE ROCK, ARKANSAS:
12 Section 1. That the zoning classification of the following described property be changed from R -4,
13 Two - Family, to PCD, Planned Commercial Development:
14 The West ninety -two (92) feet of Lot 1 and the West ninety -two (92) feet of the North 5
15 feet of Lot 2, Block 25, Weldon E. Wright's Addition to the City of Little Rock, Pulaski
16 County, Arkansas.
17 AND
18 The East forty-eight (48) feet of Lot 1 and the North 5 feet of the East forty-eight (48)
19 feet of Lot 2, Block 25, Weldon E. Wright's Addition to the City of Little Rock, Pulaski
20 County, Arkansas.
21 Section 2. That the approval of Hearne Short -Form PCD (Z- 8761), located at 1853 Ringo Street, is
22 subject to compliance with the following additional conditions:
23 • That the preliminary site development plan /plat be approved as submitted,
24 including all staff comments and conditions as outlined in the Planning
25 Commission Agenda Staff Report in paragraphs D, E, F and including any
26 conditions indicated in the staff analysis in paragraph H and subject to additional
27 conditions imposed at the Planning Commission Public Hearing as amended by
28 the applicant.

The approval of the PCD is solely for the ownership of
Dr. Archie Hearne.
There is to be no outdoor storage of plants. All plant materials for sale are to be
located within the two (2) existing fenced areas or within the garage /aqNiliany,,,,,�

0 There is to be no bulk material available for sale from this site; including, but not
limited to mulch, fertilizer, compost material, sod and grasses.
Section 3. That the preliminary site development plan/plat be approved as recommended by the
Little Rock Planning Commission.
Section 4. That the change in zoning classification contemplated for Hearne Short-Form PCD (Z-
8761), located at 1853 Ringo Street, is conditioned upon obtaining a final plan approval within the time
specified by Chapter 36, Article VII, Section 36 -454 (e) of the Code of Ordinances.
Section 5. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little
Rock, Arkansas, and designated district map be and is hereby amended to the extent and in the respects
necessary to affect and designate the change provided for in Section 1 hereof.
Section 6. That this ordinance shall not take effect and be in full force until the final approval of the
plan.
Section 7. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
ordinance.
Section 8. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent
with the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
