RESOLUTION NO. 13,517
3 A RESOLUTION TO APPROPRIATE $30,000 TO PAY METROPLAN
4 THE COST OF HIRING WISS, JANNEY, ELSTNER ASSOCIATES, INC.,
5 TO CONDUCT THE FIRST PHASE OF A STRUCTURAL AND
6 ENGINEERING ANALYSIS OF THE COST OF REHABILITATION OF
7 THE BROADWAY BRIDGE; AND FOR OTHER PURPOSES.

9 WHEREAS, studies have been conducted by the Arkansas State Highway & Transportation
10 Department concerning replacement of the Broadway Bridge connecting the cities of Little Rock and
11 North Little Rock; and,
12 WHEREAS, local officials have expressed concerns regarding closure and demolition of the existing
13 bridge and replacement with a new structure which, among other things, will create extensive traffic
14 congestion and have a negative economic impact on the area during the period of construction; and,
15 WHEREAS, MetroPlan and local officials are considering an alternate course of action that includes
16 building a new bridge next to the current bridge and converting the current bridge to other uses; and,
17 WHEREAS, to pursue this option it is necessary to obtain information as quickly as possible about
18 the structural integrity of the existing bridge; and,
19 WHEREAS, after review by the MetroPlan Selection Committee it was decided that the firm of
20 Wiss, Janney, Elstner Associates, Inc., should be selected to conduct the first phase of this structural
21 analysis, and the City of North Little Rock, Arkansas, by resolution, has agreed to pay one -half of the cost
22 for this analysis:
23 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK, ARKANSAS:
25 Section 1. The City Manager is authorized to make a payment to Metroplan for the expense of a
26 contract with Wiss, Janney, Elstner Associates, Inc., to conduct a Phase I engineering and architectural
27 structural analysis of the possible cost of rehabilitation of the current Broadway Bridge between the cities
28 of Little Rock and North Little Rock.
29 Section 2. The sum of $30,000 for the payment of the City of Little Rock of the cost of this analysis
30 is available in Account No. 205 Street Fund Special Projects.
31 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
33 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
resolution.
Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
