14117ORDINANCE NO. 14,117 AN ORDINANCE EXTENDING THE MORATORIUM ON THE ISSUANCE OF DEMOLITION PERMITS FOR STRUCTURES IN THE AREA OF THE CENTRAL HIGH SCHOOL CDBG NEIGHBORHOOD; AND FOR OTHER PURPOSES. WHEREAS, on February 17, 1981, a moratorium was declared on the issuance of demolition permits for structures within the Central High School CDBG neighborhood which includes an area bounded by the Wilbur D. Mills Freeway on the North, the Missouri Pacific Railroad on the West, Roosevelt Road on the South and High Street on the East; and WHEREAS, on March 4, 1981, by Ordinance No. 14,002, the above - described moratorium was extended for a period of six months; and WHEREAS, the Quapaw Quarter has requested that the mora- torium be extended for an additional sixty days; and WHEREAS, the Quapaw Quarter Association has requested additional time in which to complete a survey of the Central High School CDBG neighborhood to determine the historial and archi- tectural significance of the area; and WHEREAS, it has been determined that no demolition permit should be issued for structures in the Central High School CDBG neighborhood without approval of the Board of Directors until a survey of the area is completed and the area, or as much of the area as is deemed historically and /or architecturally significant, is made a part of the Little Rock Historic District; and V.THEREAS, it is the desire of the Board of Directors to insure that any person who feels aggrieved by the moratorium on the issuance of demolition permits is given a hearing before the Board of Directors to determine if a demolistion permit should be issued; and WHEREAS, the Quapaw Quarter Association has indicated its willingness to review any applications for demolition permits which are filed during the period of the moratorium and to make recommendations to the Board on any applications which come on to be heard by the Board of Directors during the extension of the moratorium. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. The moratorium declared on February 17, 1981, and extended by Ordinance No. 14,002 on March 4, 1981, is hereby extended for an additional period to terminate at the end of a sixty -day period beginning with the date of passage of this Ordinance. Section 2. Any owner, authorized agent or contractor aggrieved by this extension of the moratorium may place his appli- cation for a demolition permit on the regular agenda of the Board of Directors of the City of Little Rock for the purpose of presenting his application at a public hearing at which the recommendations of the planning staff, building code permit department and the Quapaw Quarter Association may also be heard. At the hearing, the Board shall consider the issuance of a demolition permit recognizing the needs of the individual property owner as against the public interest in preserving the status quo of the Central High School neighborhood until such time as the area, or some portion of the area, is finally included in the Little Rock Historic District or it is determined that the area should not be included in the Historic District. Section 3. Recognizing that there is a public interest in the preservation of manv of the structures in the area of the Central High School CDBG neighborhood, an emergency is hereby declared to exist and this Ordinance shall be in full force and effect from and after its passage and approval.
