3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE BIDDING AND AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO A CONTRACT WITH MARLON BLACKWELL, AS THE
6 SOLE SOURCE PROVIDER, FOR THE DESIGN SERVICES FOR THE
7 LITTLE ROCK CREATIVE CORRIDOR, IN THE AMOUNT OF ONE
8 HUNDRED THOUSAND DOLLARS ($100,000.00) AND FOR OTHER
9 PURPOSES.

11 WHEREAS, the Little Rock City has been awarded an Our Town Grant from the National
12 Endowment for the Arts; and
13 WHEREAS, as part of the application process the City of Little Rock partnered with Marlon
14 Blackwell regarding the basic design and plans needed to develop the application; and
15 WHEREAS, because of Mr. Blackwell's previous experience with the National Endowment for the
16 Arts and other design work submitted by Mr. Blackwell, the City was awarded a grant;
17 WHEREAS, since Marlon Blackwell partnered with the City in the application process that lead to
18 the grant award and the grant award is based on the City receiving the design services of Marlon
19 Blackwell, competitive bidding is not feasible and should be waived and the contract awarded to Marlon
20 Blackwell, in the amount of One Hundred Thousand Dollars ($100,000.00);
21 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
22 OF LITTLE ROCK, ARKANSAS:
23 Section 1. The Board of Directors finds that, for the reasons expressed above, competitive bidding
24 should be dispensed with in the purchase of the designed services for urban planning and development
25 proposed as part of the National Endowment for the Arts, Our Town Grant Program.
26 Section 2. The City Manager is hereby authorized to dispense with competitive bidding and to enter
27 into a contract with Marlon Blackwell, in the amount of One Hundred Thousand Dollars ($100,000.00);
28 Section 3. Funding for this purchase is provided through the National Endowment for the Arts, Our

Town Grant Program and matching funds from the City of Little Rock.
Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or

effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a'`

ordinance.
Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with
any provision of this ordinance, are hereby repealed to the extent of such conflict.
