4 DEVELOPMENT AND TO ESTABLISH A PLANNED OFFICE
5 DISTRICT TITLED THE MANOR LLC SHORT -FORM PD -O (Z- 8296 -B),
6 LOCATED ON THE SOUTHEAST CORNER OF KANIS ROAD AND
7 LABELLE DRIVE, LITTLE ROCK, ARKANSAS; TO AMEND THE
8 OFFICIAL ZONING MAP OF THE CITY OF LITTLE ROCK; AND FOR
9 OTHER PURPOSES.

11 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
12 OF LITTLE ROCK, ARKANSAS:
13 Section 1. That the zoning classification of the following described property be changed from R -2,
14 Single - family to PD -O:
15 Part of the NE '/4 of Section 11, Township 1 North, Range 13 West, Little Rock, Pulaski
16 County, Arkansas, more particularly described as follows: commencing at the SW corner
17 of the NW '/4 of the NE '/4 Section 11, Township 1 North, Range 13 West, a found '/z -inch
18 rebar, run thence S88 °03'35 "E along the south line of the said NW '/4, NE '/4, 957.16' to
19 the point of beginning of the land herein described: Run thence N43'46'1 5"W 474.64' to
20 the easterly right -of -way of Labelle Drive; thence along said right -of -way 265.99' on a
21 curve to the left having a radius of 305.00' and a chord bearing and distance of
22 N06 039'26 "W 257.64' to the southerly right -of -way of Kanis Road; thence N49°28'08 "E
23 along said right -of -way 67.26'; thence continue along said right -of -way 137.91' on a
24 curve to the right having a radius of 200.0' and a chord bearing and distance of
25 N69 013'21 "E 135.19'; thence continue along said right -of -way N88 °58'33 "E 27035';
26 thence leaving said right -of -way SO 1041'47"W 712.71' to the south line of said NW' /4 of
27 the NE '/4, thence N88 003'35 "W along said south line 69.00' to the point of beginning
28 containing 5.09 acres (221,909.17 square feet) more or less.

3 continue along said right -of -way 52.47' on a curve to the left having a radius of 318.21'
4 and a chord bearing and distance of N04 °27'42 "W 52.41'; thence continue along said
5 right -of -way 69.67' on a curve to the right having a radius of 66.72' and a chord bearing
6 and distance of N25 °30'50 "E 66.55'; thence continue along said right -of -way 216.03'
7 along a curve to the left having a radius of 305.00' and a chord bearing and distance of
8 N38 037'05 "E 211.55'; thence leaving said right -of -way S43 046'15 "E 474.64' to the
9 south line of said NW '/4 of the NE '/4, thence N88 °03'35 "W along said south line 486.75'
10 to the point of beginning containing 2.02 acres (88,192.88 square feet), more or less.
11 Section 2. That the approval of The Manor LLC Short-Form PD -O (Z- 8296 -B), located on the
12 Southeast corner of Kanis Road and Labelle Drive is subject to compliance with the following additional
13 conditions:
14 That the preliminary site development plan/plat be approved as submitted, including all
15 staff comments and conditions as outlined in the Planning Commission Agenda Staff
16 Report in paragraphs D, E, F and including any conditions indicated in the staff analysis
17 in paragraph H and subject to additional conditions imposed at the Planning Commission
18 Public Hearing as amended by the applicant.
19 Section 3. That the preliminary site development plan/plat be approved as recommended by the
20 Little Rock Planning Commission.
21 Section 4. That the change in zoning classification contemplated for The Manor LLC Short-Form
22 PD -O (Z- 8296 -B), located on the Southeast corner of Kanis Road and Labelle Drive is conditioned upon
23 obtaining a final plan approval within the time specified by Chapter 36, Article VII, Section 36 -454 (e) of
24 the Code of Ordinances.
25 Section 5. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little
26 Rock, Arkansas, and designated district map be and is hereby amended to the extent and in the respects
27 necessary to affect and designate the change provided for in Section 1 hereof.
28 Section 6. That this ordinance shall not take effect and be in full force until the final approval of the
29 plan.
30 Section 7. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
33 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
34 ordinance.

Section 8. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent
with the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
