RESOLUTION NO. 13,463
A RESOLUTION TO SUPPORT EXTENSION OF THE FEDERAL
PRODUCTION TAX CREDIT FOR RENEWABLE ENERGY; AND FOR
OTHER PURPOSES.
WHEREAS, Arkansas is an emerging national center of wind energy manufacturing with hundreds
of wind energy manufacturing jobs currently located in Little Rock; and
WHEREAS, The Little Rock municipal landfill collects, compresses, and sells methane gas to a local
business, mitigating harmful landfill gas emissions in accordance with the Environmental Protection
Agency's (EPA) standards while implementing a sustainable solution; and
WHEREAS, the U.S. Federal Production Tax Credit (PTC) for wind energy, such as LM Windpower
located within the City, has been the primary policy tool to promote wind energy development and
manufacturing in the United States, but is set to expire at the end of 2012; and
WHEREAS, the U.S. Federal Production Tax Credit (PTC) also applies to other renewable energy
sources including landfill gas; and
WHEREAS, in order to continue creating jobs and fostering economic development it is crucial for
the PTC to be extended; and
WHEREAS, the wind industry seeks long -term tax policies to provide consistency and market
certainty, recognizing that without a long -term policy, manufacturers are discouraged from investing in
and expanding manufacturing facilities in the U.S.; and
WHEREAS, failure to extend the PTC is expected to lead to job losses and roll back progress already
made to diversify our nation's electricity generation portfolio; and
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS:
Section 1: The Board of Directors hereby supports the extension of the Federal Production Tax
Credit for renewable energy and encourages the U.S. Congress to pass legislation accomplishing that
extension in a timely manner.
