AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE NO.
20,376 (DECEMBER 14, 2010), TO ADJUST THE FISCAL YEAR 2011
BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE
ADJUSTMENTS FOR THE GENERAL FUND, STREET FUND, FLEET
FUND, WASTE DISPOSAL FUND, ZOO AND FITNESS CENTER; TO
DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES.
WHEREAS, the City approved a comprehensive budget for the City of Little Rock, Arkansas, in
Little Rock, Ark., Ordinance No. 20,376 (December 14, 2010), and
WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General
Fund, and where necessary to authorize the increase or decrease in the Fiscal Year 2011 line items for
these and other matters, and
WHEREAS, the City Manager and the Finance Department Director & Treasurer, in compliance
with City budget and financial reporting policies, have reviewed these adjustments and recommend them
to the Board of Directors for approval,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS:
20 Section 1. General Fund. Section 5 of Little Rock, Ark., Ordinance No. 20,376 (December 14,

2010) is hereby amended so the General Fund Operating Resources amount will decrease by Seventeen
Thousand, Eighty-Eight Dollars ($17,088) to One Hundred Thirty -Four Million, Three Hundred and
Fifty -Four Thousand, Three Hundred Thirty Dollars ($134,354,330), to reflect reductions in operating
budgets for General Fund Departments of Seventeen Thousand, Eighty-Eight Dollars ($17,088) to One
Hundred Thirty-Four Million, Three Hundred and Fifty -Four Thousand, Three Hundred Thirty Dollars
($134,354,330).
Section 2. Street Fund. Section 5 of Little Rock, Ark., Ordinance No. 20,376 (December 14, 2010)
is hereby amended so the Street Fund Operating Resources amount will increase by Seventy-Four
Thousand Dollars ($74,000) to Fifteen Million, Two Hundred and Thirty-Eight Thousand, Eight Hundred
Forty-Three Dollars ($15,238,843), to reflect an increase in operating budgets for Street Fund
Departments of Seventy-Four Thousand Dollars ($74,000) to Fifteen Million, Two Hundred and Thirty-
Eight Thousand, Eight Hundred Forty-Three Dollars ($15,238,843).
Section 3. Fleet Services Fund. Section 5 of Little Rock, Ark., Ordinance No. 20,376 (December 14,
2010) is hereby amended so the Fleet Services Fund Operating Resources amount will increase by Four

I Hundred Thousand Dollars ($400,000) to Ten Million, Four Hundred and Three Thousand, Nine Hundred
2 Thirty-Two Dollars ($10,403,932), to reflect an increase in operating budgets for Fleet Services Fund
3 departments of Four Hundred Thousand Dollars ($400,000) to Ten Million, Eight Hundred and Eighty -
4 Eight Thousand, Nine Hundred Thirty-Five Dollars ($10,888,935).
5 Section 4. Waste Disposal Fund. Section 5 of Little Rock, Ark., Ordinance No. 20,376 (December
6 14, 2010) is hereby amended so the Waste Disposal Fund Operating Resources amount will increase by
7 One Hundred and Twenty Thousand, Four Hundred Twenty Dollars ($120,420) to Sixteen Million, Three
8 Hundred Forty-Eight Thousand, Seven Hundred Twenty Dollars ($16,348,720), to reflect an increase in
9 operating budgets for Waste Disposal Fund departments of One Hundred and Twenty Thousand, Four
10 Hundred Twenty Dollars ($120,420) to Seventeen Million, Eight Hundred and Fourteen Thousand, Five
11 Hundred Forty Dollars ($17,814,540).
12 Section 5. Zoo Fund. Section 5 of Little Rock, Ark., Ordinance No. 20,376 (December 14, 2010) is
13 hereby amended so the Zoo Fund Operating Resources amount will increase by One Hundred Twenty
14 Thousand Dollars ($120,000) to Four Million, Eight Hundred and Eighty -Four Thousand, Five Hundred
15 Seventy -Nine Dollars ($4,884,579), to reflect an increase in operating budgets for Zoo Fund Departments
16 of One Hundred Twenty Thousand Dollars ($120,000) to Five Million, Three Hundred and Fifty -Four
17 Thousand, Seven Hundred Forty-Nine Dollars ($5,354,749).
18 Section 6. Jim Dailey Fitness and Aquatic Center. Section 5 of Little Rock, Ark., Ordinance No.
19 20,376 (December 14, 2010) is hereby amended so the Jim Dailey Fitness and Aquatic Center operating
20 budget reflects an increase of Eighty Thousand Dollars ($80,000), to the amount of One Million, Three
21 Hundred and Thirty -Four Thousand, One Hundred and Twenty -Six Dollars ($1,334,126).
22 Section 5. Records. The Finance Department Director & Treasurer is directed to maintain
23 appropriate records which provide greater detail for the adjustments set forth in this ordinance as reflected
24 in the materials provided to the Board of Directors for the July 6, 2010, Meeting.
25 Section 6. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase,
26 or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
27 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
28 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
29 ordinance.
30 Section 7. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
31 ordinance are hereby repealed to the extent of such inconsistency.
32 Section 8. Emergency. The City's ability to properly maintain its budgets and to account for its
33 funds is essential to maintain the public health, safety and welfare; an emergency is, therefore, declared
34 to exist and this ordinance shall be in full force and effect from and after the date of its passage.
