3 AN ORDINANCE TO DISPENSE WITH COMPETITIVE BIDS AND
4 TO ALLOW THE CITY MANAGER TO PURCHASE TASER X2 NON -
5 LETHAL WEAPONS TO BE USED BY THE LITTLE ROCK POLICE
6 DEPARTMENT; TO DECLARE AN EMERGENCY; AND FOR
7 OTHER PURPOSES.

9 WHEREAS, the Little Rock Police Department did a considerable amount of study prior to the
10 purchase of 25 Taser X2 non - lethal weapons; and,
11 WHEREAS, for purposes of training, supply and maintenance, it is better to have the same type of
12 item used by the Department; and,
13 WHEREAS, this purchase, with grant monies, direct from the manufacturer meets the City's
14 interests at a reasonable price; and,
15 WHEREAS, all of these factors render it impractical and unfeasible to submit this bid to a
16 competitive selection process;
17 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
18 OF LITTLE ROCK, ARKANSAS:
19 Section 1. The Board of Directors dispenses with the requirement of competitive bidding and finds
20 that it is impractical and unfeasible to bid this particular contract.
21 Section 2. The City Manager is authorized to enter into an agreement with Law Enforcement Teeco
22 Safety, Inc., for the purchase of seventy -three (73) Taser X2 non - lethal devices with cameras, as well as
23 additional materials, for an amount not to exceed One Hundred and Forty-Three Thousand, Eight
24 Hundred and Fifty -Two and 45/100's dollars ($143,852.45).
25 Section 3. Funds for this purchase are available from a 2011 Justice Assistance Grant.
26 Section 4. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph,
27 item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
28 unconstitutional, such declaration or adjudication shall not affect the remaining provisions of this
29 ordinance, as if such invalid or unconstitutional provision were not originally a part of this ordinance.
30 Section 5. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
31 ordinance are hereby repealed to the extent of such inconsistency.
