13390`Illlllll ll // // 2011063803 Received: 10/27/2011 1:23:41 PM Recorded: 10127!2011 01:25:16 PM Filed & Recorded it Official Records of La, •y Crane, LU = PULASKI COUNTY CIRCUIT/COUNTY CLERK Fees $20.00 r, RESOLUTION NO. 13,390 2 3 A RESOLUTION TO RECOMMEND TO THE PULASKI COUNTY 4 ELECTION COMMISSION A PROPOSAL FOR CITY WARD 5 BOUNDARIES TO BE MODIFIED AS A RESULT OF THE 2010 6 FEDERAL DECENNIAL CENSUS; AND FOR OTHER PURPOSES. 7 8 WHEREAS, as a result of the 2010 Federal Decennial Census it has been determined that the City of 9 Little Rock has experienced various population shifts that would impact how Ward boundaries are drawn 10 in order to create contiguous Wards that are roughly equal in population size, if not geographic area, and 11 which appropriately represent the racial and ethnic make up of the City, and 12 WHEREAS, the Board of Directors has reviewed this information in terms of the seven (7) current 13 Ward boundaries, and in terms of suggested changes for boundary lines as a result of the census data, and 14 WHEREAS, an additional interest that the Board has in the creation of Ward boundaries is to assure, 15 where possible, that existing neighborhoods are preserved as cohesive political and social units 16 represented by a single Ward representative, and are not divided politically into different Wards, and 17 WHEREAS, in light of the geographic, demographic and political information provided with the 18 census data, City Staff has prepared a map which demonstrates Ward boundary changes that achieve close 19 population equivalency in each of seven (7) contiguous Wards, and 20 WHEREAS, pursuant to Ark. Code Ann. §14 -61- 109(4) (West 2004), it is the duty of the Pulaski 21 County Election Commission to reapportion Wards that have experienced a substantial change in 22 population from the preceding Federal census. 23 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 24 OF LITTLE ROCK, ARKANSAS: 25 Section 1. The Board of Directors of the City of Little Rock, Arkansas, recommends a proposed set 26 of boundaries for seven (7) Ward districts within the City as shown on the map attached as Exhibit A to 27 this resolution. 28 Section 2. If, as the Board of Directors believes, the proposed Ward boundaries meet the 29 constitutional requirements for the drawing of such boundaries, the City recommends to the Pulaski 30 County Election Commission that these proposed boundaries become the final certified boundaries for the 31 seven (7) Wards of the City of Little Rock. 32 Section 3. Severability. Section 4. Repealer. All laws ordinances resolutions or parts of the same that are inconsistent with the provisions of this resolution are hereby repealed to the extent of such inconsistency.
