13380I RESOLUTION NO. 13,380 2 3 A RESOLUTION TO EXTEND THE CURRENT CONTRACT WITH 4 QUAL CHOICE (QCA) TO PROVIDE HEALTH CARE INSURANCE 5 FOR CITY EMPLOYEES FOR THE YEAR 2012; AND FOR OTHER 6 PURPOSES. 7 8 WHEREAS, the incumbent provider for the health care insurance for City Employees, Qual Choice 9 (QCA), has submitted a renewal proposal which provides for continuation of the current structure, with 10 minor adjustments, which is less than appears justified as computed by the City's contracted benefit 11 consultant and which will maintain the City's "grandfathered status under the Federal Health Care 12 Reform (PPACA); and 13 WHEREAS, the City will benefit from the quote as well as the innovative approach QCA has taken 14 with respect to employee wellness and the level of service provided; and 15 WHEREAS, the changes and proposed renewals have been reviewed by Human Resources 16 Department Staff, the City's independent benefits consultants, the Employee Health Care Task Force and 17 representatives of the three recognized employees groups, and it has been recommended that the QCA re- 18 newal proposal be accepted; 19 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 20 OF LITTLE ROCK, ARKANSAS: 21 Section 1. The City Manager is authorized to extend the current contract with QCA to provide health 22 care insurance benefits to City Employees for the year 2012. 23 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 24 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 25 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 26 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 27 resolution. 28 Section 3. Repealer.
