3 A RESOLUTION TO AMEND LITTLE ROCK RESOLUTION NO. 13,216
4 (OCTOBER 19, 2010) TO COMPLY WITH APPLICATION REQUIREMENTS
5 FOR A TRAILS FOR LIFE GRANT FROM THE ARKANSAS DEPARTMENT
6 OF PARKS AND TOURISM; AND FOR OTHER PURPOSES.

8 WHEREAS, the Southwest Community Center Park has several earthen paths in and around the
9 park, and
10 WHEREAS, staff of the Parks and Recreation Department has worked with the area neighborhoods
11 to clear the paths in order to improve access in and around the park, and
12 WHEREAS, there is an opportunity to apply to the Arkansas Department of Parks and Tourism for a
13 Trails for Life Grant in the amount of $70,000, and
14 WHEREAS the Arkansas Trails for Life Grant Program uses funds made available through the
15 Arkansas Department of Health from the Tobacco Settlement Proceeds Act in order to establish a
16 foundation for the creation of a higher level of physical activity and better community health by providing
17 non - matching incentive grants, and
18 WHEREAS, statistics provided by the Arkansas Center for Health Improvement indicate that
19 41.71% of school age children in the southwest portion of the City of Little Rock are considered to be
20 overweight or obese and,
21 WHEREAS, according to information contained in the Journal of the American Medical Association,
22 this figure is 4.16% higher than the State of Arkansas average and 21.55% higher than the national
23 average, and
24 WHEREAS, the City Board of Directors strongly supports programs and services which seek to
25 address the childhood obesity epidemic, and
26 WHEREAS, the Trails for Life grant would enable the City of Little Rock to link the Southwest
27 Community Center and the Dee Brown Library with the existing neighborhoods and schools; and
28 WHEREAS, the City of Little Rock recognizes the need to provide public recreation facilities for its
29 local citizens and visitors; and
30 WHEREAS, the City wishes to apply for Trails for Life grant funds through the Arkansas
31 Department of Parks and Tourism to develop a Health and Fitness project at the following park or
32 location: Southwest Community Center Park; and
33 WHEREAS, the Board of Directors understands that if granted funds for park development, it must
34 provide land, by lease or ownership, to develop the facilities on Southwest Community Center Park; and

WHEREAS, the City of Little Rock will sign a contract agreeing to provide the necessary resources
to maintain this park and facilities for a period of fifteen (15) years;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS:
Section 1. The Board of Directors hereby authorizes the City Manager to submit an application for
grant funding to the Arkansas Department of Parks and Tourism.
Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
resolution.
Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with
the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
