3 A RESOLUTION TO APPROVE SUBMISSION OF THE 2011 -2015 FIVE (5)-
4 YEAR CONSOLIDATED PLAN, THE 2011 ANNUAL ACTION PLAN FOR
5 CDBG, HOME AND HOPWA FUNDS, AND THE AMENDMENT TO THE 2010
6 ACTION PLAN; TO AUTHORIZE THE CITY MANAGER TO SUBMIT THE
7 FIVE (5) -YEAR PLAN, ANNUAL ACTION PLAN, AND THE AMENDMENT TO
8 2010 PLAN FOR CONSIDERATION BY THE U.S. DEPARTMENT OF
9 HOUSING & URBAN DEVELOPMENT; AND FOR OTHER PURPOSES.

11 WHEREAS, the City has access to Community Development Block Grant (CDBG), HOME and
12 HOPWA funds on an annual basis, and
13 WHEREAS, the use of these monies mandates that an action plan be submitted to the U.S.
14 Department of Housing & Urban Development by November 15, 2010, in accordance with Title I of the
15 Cranston - Gonzalez National Affordable Housing Act of 1990, and
16 WHEREAS, after extensive public discussion and citizen participation, including neighborhood
17 meetings, and a public hearing, a plan has been developed for submission;
18 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
19 OF LITTLE ROCK, ARKANSAS:
20 Section 1. The City Manager is authorized to submit the 2011 -2015 Five (5) -Year Consolidated
21 Plan, the 2011 Annual Action Plan for CDBG, HOME and HOPWA FUNDS, and the Amendment to the
22 2010 Action Plan for the use of CDBG, and HOME Entitlement Funds to the U.S. Department of
23 Housing & Urban Development, by November 15, 2010, in accordance with the provisions of the,
24 Cranston - Gonzalez National Affordable Housing Act of 1990.
25 Section 2. The projected uses of these funds were approved by adoption of Little Rock, Ark,
26 Resolution No. 13,196 -A (September 7, 2010).
27 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, of
28 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
29 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
30 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
31 resolution.
32 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
33 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
