3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH C &F CARPET FOR REPLACEMENT OF
5 THE CARPET IN THE HALLWAYS AND INTERIOR OFFICE SPACES
6 IN THE WILLIE L. HINTON NEIGHBORHOOD RESOURCE CENTER;
7 AND FOR OTHER PURPOSES.

9 WHEREAS, the Willie L. Hinton Neighborhood Resource Center has recently celebrated its
to Ten (10) -Year Anniversary; and
I1 WHEREAS, the high use and visibility of the Willie L. Hinton Neighborhood Resource
12 Center necessitates the continued maintenance and upkeep to professionally represent the City of
13 Little Rock through this facility; and
14 WHEREAS, the City issued Bid #0256 for the replacement of carpet in the hallways of the
15 Willie L. Hinton Neighborhood Resource Center and C &F Carpet, LLC, submitted the most re-
16 sponsible and responsive bid for that project; and
17 WHEREAS, it has since been determined that the most cost effective and expeditious re-
18 placement of carpet for the hallways and the office spaces would be by utilizing the services of
19 C &F Carpet, LLC, for the entire project, for a total project cost of Seventy Thousand, Nine Hun -
20 dred Three and 49/100 Dollars ($70,903.49);
21 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
22 THE CITY OF LITTLE ROCK, ARKANSAS:
23 Section 1. The City Manager is hereby authorized to enter into a contract with C &F Carpet,
24 LLC for the total replacement of carpet at the Willie L. Hinton Neighborhood Resource Center,
25 in the amount of Seventy Thousand, Nine Hundred Three and 49/100 Dollars ($70,903.49).
26 Section 2. The funds for the contract are available from the 2009 HUD entitlement funds,
27 with additional funding being provided through the Little Rock Police Department and the IT
28 Disaster Recovery Project.
29 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
30 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
31 declaration or adjudication shall not affect the remaining portions of the resolution, which shall

remain in full force and effect as if the portion so declared or adjudged invalid or unconstitu-
tional were not originally a part of the resolution.
Section 4. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with
this resolution are hereby repealed to the extent of such inconsistency.
