3 A RESOLUTION TO EXTEND THE CURRENT CONTRACT WITH QUAL
4 CHOICE (QCA) TO PROVIDE HEALTH CARE INSURANCE FOR CITY
5 EMPLOYEES FOR THE YEAR 2011; AND FOR OTHER PURPOSES.

7 WHEREAS, the current provider for the health care insurance for City employees,
8 QualChoice (QCA), has submitted a renewal proposal which provides for continuation of the
9 current benefits structure and a 1% reduction in premium rates, and
10 WHEREAS, the City will benefit from the quote as well as the innovative approach QCA
11 has taken with respect to employee wellness, and
12 WHEREAS, the changes and proposed renewals have been reviewed by Human Resources
13 Department Staff, the City's independent benefits consultants, the Employee Health Care Task
14 Force and representatives of the three recognized employees groups, and it has been
15 recommended that the QCA renewal proposal be accepted;
16 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
17 THE CITY OF LITTLE ROCK, ARKANSAS:
18 Section 1. The City Manager is authorized to extend the current contract with QCA to
19 provide health care insurance benefits to City employees for the year 2011.
20 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause,
21 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
22 declaration or adjudication shall not affect the remaining portions of the resolution which shall
23 remain in full force and effect as if the portion so declared or adjudged invalid or
24 unconstitutional were not originally a part of the resolution.
25 Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
26 inconsistent with the provisions of this resolution, are hereby repealed to the extent of such
27 inconsistency.
