3 A RESOLUTION TO AWARD A CONTRACT TO HIPSKIND
4 EXCAVATING, LLC FOR CONSTRUCTION PHASE I ON THE
5 WETLAND PROJECT; AND FOR OTHER PURPOSES.

7 WHEREAS, the City of Little Rock, Arkansas owns wetland acreage along the Arkansas
8 River in downtown Little Rock and an Arkansas Natural Resources Commission grant, a State
9 Wildlife Grant and donations are available for funding towards restoration of the wetlands; and
10 WHEREAS, construction services are needed for the project; and
11 WHEREAS, Hipskind Excavating, LLC submitted the lowest bid (Bid Number 9250) for
12 Phase I of the construction project in the amount of $240,900 ($219,000, plus 10%
13 contingencies);
14 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
15 THE CITY OF LITTLE ROCK, ARKANSAS:
16 Section 1. The City Manager is hereby authorized to execute an agreement with Hipskind
17 Excavating, LLC to provide construction of pay items for the project.
18 Section 2. Funding for this contract is available from an Arkansas Natural Resources grant
19 and donations to the project. Amount for services: $240,900 ($219,000, plus 10%
20 contingencies).
21 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
22 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
23 declaration or adjudication shall not affect the remaining portions of the resolution which shall
24 remain in full force and effect as if the portion so declared or adjudged invalid or
25 unconstitutional were not originally a part of the resolution.
26 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
27 inconsistent with the provisions of this resolution, are hereby repealed to the extent of such
28 inconsistency.
29 Section 5. This resolution will be in full force and effect from and after the date of its
30 adoption.
