13058I RESOLUTION NO. 13,058 2 A RESOLUTION TO AUTHORIZE A TWO YEAR INTERLOCAL 3 AGREEMENT FOR AMBULANCE SERVICE BETWEEN THE CITY OF 4 LITTLE ROCK, ARKANSAS, AND GRANT COUNTY, ARKANSAS, 5 WHICH GRANTS THE LITTLE ROCK AMBULANCE AUTHORITY 6 ( "LRAA ") DB /A METROPOLITAN EMERGENCY MEDICAL 7 SERVICES ( "MEMS ") AN EXCLUSIVE FRANCHISE TO PROVIDE 8 AMBULANCE SERVICES TO GRANT COUNTY, ARKANSAS; AND 9 FOR OTHER PURPOSES. 10 11 WHEREAS, Grant County, Arkansas, recently issued a competitive bid for 12 ambulance service; and 13 WHEREAS, the Little Rock Ambulance Authority d /b /a Metropolitan Emergency Medical 14 Services ( "MEMS ") was awarded the bid; and 15 WHEREAS, the City of Little Rock and Grant County have entered into interlocal 16 agreements for ambulance service since 1997; and 17 WHEREAS, this Board believes that it is beneficial to continue to have MEMS provide 18 ambulance services to Grant County and thereby promote the health and welfare of the citizens 19 of Little Rock and Grant County; and 20 WHEREAS, Grant County and MEMS have agreed to a financial subsidy for 2010 and 21 2011; 22 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 23 THE CITY OF LITTLE ROCK, ARKANSAS: 24 Section 1. The Board hereby authorizes the Mayor to enter into a two (2) year interlocal 25 agreement with Grant County, Arkansas, granting MEMS an exclusive franchise to provide 26 ambulance services (emergency and non - emergency) to Grant County, beginning January 1, 27 2010. 28 Section 2. Grant County will pay a 2010 subsidy to MEMS in the approximate amount of 29 two hundred forty -seven thousand three hundred seventy -five ($247,375) dollars and a 2011 30 subsidy to MEMS in the approximate amount of two hundred fifty -nine thousand seven hundred [PAGE 1 of 21 Resolution Interlocal Agreement between the City of Little Rock, Arkansas and Grant County I forty -three ($259,742) dollars to defray the cost of MEMS' delivery of ambulance service in the 2 County. 3 Section 3. For purposes of this resolution, the term "ambulance services" shall include the 4 transportation and care provided the critically ill or injured prior to arrival at a medical facility 5 and within a medical facility subject to the individual approval of the medical staff and 6 governing board of that facility, and further the transport to or from medical facilities including 7 but not limited to hospitals, nursing homes, physician's offices, and other health care facilities, of 8 persons who are infirm or injured and who are transported in a reclining position or who are ill 9 but considered to be non - emergency in status and who request ambulance transportation. 10 Section 4. Severability. In the event any portion of this resolution is declared or adjudged to 11 be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining 12 portions of this resolution, which shall remain in full force and effect as if the portion so declared 13 or adjudged invalid or unconstitutional were not originally a part of this resolution. 14 Section 5. Repealer.
