3 A RESOLUTION TO APPROVE THE 2010 ANNUAL ACTION PLAN
4 FOR CDBG AND HOME FUNDS; TO AUTHORIZE THE CITY
5 MANAGER TO SUBMIT THE ACTION PLAN FOR CONSIDERATION
6 BY THE U.S. DEPARTMENT OF HOUSING & URBAN
7 DEVELOPMENT; AND FOR OTHER PURPOSES.

9 WHEREAS, the City has access to Community Development Block Grant (CDBG), and
10 HOME funds on an annual basis, and
11 WHEREAS, the use of these monies mandates that an action plan be submitted to the
12 U.S. Department of Housing & Urban Development by November 15, 2009, in accordance with
13 Title I of the Cranston - Gonzalez National Affordable Housing Act of 1990, and
14 WHEREAS, after extensive public discussion and citizen participation, including
15 neighborhood meetings, and a public hearing, a plan has been developed for submission;
16 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
17 THE CITY OF LITTLE ROCK, ARKANSAS:
18 Section 1. The City Manager is authorized to submit the 2010 Action Plan for the use of
19 CDBG, and HOME Entitlement Funds to the U.S. Department of Housing & Urban
20 Development, by November 15, 2009, in accordance with the provisions of the Cranston -
21 Gonzalez National Affordable Housing Act of 1990.
22 Section 2. The projected uses of these funds were approved by adoption of Little Rock,
23 Ark. Resolution No. 13,015 (August 18, 2009).
24 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
25 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
26 declaration or adjudication shall not affect the remaining portions of the resolution which shall
27 remain in full force and effect as if the portion so declared or adjudged invalid or
28 unconstitutional were not originally a part of the resolution.
29 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
30 inconsistent with the provisions of this resolution, are hereby repealed to the extent of such
31 inconsistency.
