3 AN ORDINANCE TO AMEND CHAPTER 23 OF THE CODE OF ORDINANCES
4 OF THE CITY OF LITTLE ROCK, ARKANSAS, PERTAINING TO HISTORIC
5 PRESERVATION; TO DECLARE AN EMERGENCY; AND FOR OTHER
6 PURPOSES.

8 WHEREAS, citizens, neighborhood groups, other intersected parties participated in the development
9 of the City -Wide Historic Preservation Plan of 2009 in five (5) public meetings including presentations at
10 the Historic District Commission and the Board of Directors, and;
11 WHEREAS, the City of Little Rock City -Wide Historic Preservation Plan of 2009 recommends the
12 increase of the size of the commission; and,
13 WHEREAS, the Little Rock Historic District Commission appointed by the Mayor and the City
14 Board of Directors has reviewed the proposed changes to the ordinance in their regularly scheduled
15 meetings; and,
16 WHEREAS, the proposed additions to the Commission is a first step in implementing the City -Wide
17 Historic Preservation Plan of 2009; and,
18 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
19 OF LITTLE ROCK, ARKANSAS:
20 Section 1. That Chapter 23, Subsection 23 -97(a) be deleted in its entirety and replaced with new text
21 to read as follows:
22 (a) The historic district commission shall consist of seven (7) members who shall be electors of AW ....
23 City holding no salaried or elective municipal office. Each member shall be appointed by them VIj

29 candidates submitted by the Quapaw Quarter Association Board of Directors.
30 Position 5: At Large.
31 Position 6: Owner and Occupant of a structure located in a National Register Historic District
32 other than the MacArthur Park Historic District.
33 Position 7: Owner and Occupant of a structure located in a National Register Historic District
34 other than the MacArthur Park Historic District.

Section 2. Severability. In the event any portion of this ordinance is declared or adjudged to be
invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
ordinance, which shall remain in full force and effect as if the portion so declared or adjudged invalid or
unconstitutional were not originally a part of this ordinance.
Section 3. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with any
provision of this ordinance are hereby repealed to the extent of such conflict.
Section 4. Emergency Clause. The need for meaningful and enhanced citizen input as to the
operation of the Historic District Commission, a Commission of the City of Little Rock, is essential to the
public health, safety and welfare; the ability to perform this function with two (2) additional members will
only enhance the work of the Historic District Commission; and emergency is; therefore, declared to exist
and this ordinance shall be in full force and effect from and after the date of its passage.
