Code Ann. § 14 -51 -201 (West 2004), but the City now wishes to provide for 12 greater citizen participation with the Commission by expanding the Commission to seven (7) members; 13 and, 14 WHEREAS, the City has the authority to add two (2) additional members to the Commission pursu- 15 ant to Ark. Code Ann. § 14 -51 -201 (c) (West 2004); 16 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 17 OF LITTLE ROCK, ARKANSAS: 18 Section 1. Little Rock, Ark., Rev. Code § 2 -112 (1988) is hereby repealed, and in its place is en- 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 acted the following: (a) There is created a Civil Service Commission which shall have the powers, du- ties and functions as prescribed by law. (b) The Commission shall be expanded from five (5) to seven (7) members ap pointed by the Mayor and approved by the Board of Directors. (c) New members selected in accordance with the provision of this ordinan'"rsd z� shall draw lots to determine which appointee shall serve a first term of thrcl IM (3) years, or a first term of six (6) years, provided that upon the expiration of *,4 891 CO %, 0 rrrn h n u the first term their successors shall serve a term of six (6) years. Section 2. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconsti- tutional, such declaration or adjudication shall not affect the remaining provisions of this ordinance, as if such invalid or unconstitutional provision was not originally a part of this ordinance. Section 3. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this or- dinance are hereby repealed to the extent of such inconsistency. Emergency Clause. The need for meaningful citizen input as to the rules and regulations of City police and fire departments, and on the appeals of disciplinary actions, is essential to the public health, safety and welfare; the ability to perform this function with two additional members will only en- hance the work of the Civil Service Commission; an emergency is, therefore, declared to exist and this ordinance shall be in full force and effect from and after the date of its passage.
