ORDINANCE NO. 20,380
3 AN ORDINANCE TO APPOINT ROBERT EAST TO THE LITTLE
4 ROCK AIRPORT COMMISSION AND TO AUTHORIZE HIM TO
s MAINTAIN A CONTRACT WITH THE MUSEUM OF DISCOVERY
6 TO PERFORM CONSTRUCTION SERVICES; AND TO APPOINT
7 WILLIAM RECTOR, JR., TO THE LITTLE ROCK PLANNING
8 COMMISSION AND TO AUTHORIZE HIM TO PROVIDES LEGAL
9 ADVERTISING SERVICES TO THE CITY THROUGH HIS PAPER
10 THE DAILY RECORD; TO DECLARE AND EMERGENCY; AND FOR
11 OTHER PURPOSES.

13 WHEREAS, the City has various board and commissions, statutorily created and otherwise,
14 that perform work and oversight essential to help the City fulfill its various services to the citi-
es tens; and,
16 WHEREAS, many of these volunteer board and commission members also work for busi-
17 nesses or corporations that, from time to time, do business with the City; and,
18 WHEREAS, pursuant to 1921 ARK. ACTS 99, as amended, and as codified as Ark Code Ann.
19 § 14 -47 -137 (West 2004), appointed officers or employees of the city who are interested, directly
20 or indirectly, in any contract or job for work or materials, or service to be furnished to the City or
21 performed for the City, cannot conduct business with the City absent an ordinance which specifi-
22 cally permits such business and prescribes the extent of authority the board or commissioner
23 member, and his business entity is granted;
24 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
25 THE CITY OF LITTLE ROCK, ARKANSAS:
26 Section 1. The Mayor, with the approval of the Board of Directors, appoints Robert East to
27 the serve on the Little Rock Airport Commission for a term to begin January 11, 2011, which is
28 his second term.
29 Section 2. The Board of Directors approves a continued contract between Mr. East, though
3o his company, with the Museum of Discovery to perform construction services, and the Board
31 authorizes this agreement to be continued while he serves on the Airport Commission.

I Section 3. The Mayor, with the approval of the Board of Directors, appoints William Rector
2 to serve on the Little Rock Planning Commission for a term to begin January 11, 2011, which is
3 his second term.
4 Section 4. The Board of Directors approves a continued services agreement between Mr.
5 Rector, through his newspaper The Daily Record, to publish legal advertisements the City must
6 publish in accordance with state law., and the Board authorizes this agreement to be continued
7 while he serves on the Planning Commission.
s Section 5. Severability. In the event any section, subsection, subdivision, paragraph, sub -
9 paragraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be
10 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining provi-
11 sions of this ordinance, as if such invalid or unconstitutional provision were not originally a part
12 of this ordinance.
13 Section 6. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with
14 this ordinance are hereby repealed to the extent of such inconsistency.
15 Section 6. Emergency Clause. The Board of Directors believes it is essential to the efficient
16 operation of local government to have volunteer citizens serve on various City boards and com-
17 missions, whether these are statutorily created or are otherwise created by the Board of Direc-
18 tors, and also to be in unquestioned compliance with state statutes; this ordinance addresses
19 such a concern as to the appointment of Robert East to serve a second term on the Little Rock
20 Airport Commission, and William Rector to serve a second term on the Little Rock Planning
21 Commission, meet these concerns, and also provide valuable leadership and insight to these
22 commissions; an emergency is, therefore, declared to exist and this ordinance shall be in full
23 force and effect from and after the date of its passage.
