20175I ORDINANCE NO. 20,175 2 3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE NO. 20,078 4 (DECEMBER 22, 2008), TO ADJUST THE FISCAL YEAR 2009 BUDGET 5 ORDINANCE TO REFLECT REVENUE AND EXPENDITURE ADJUSTMENTS 6 FOR THE GENERAL FUND, ALLOCATE SAVINGS FROM VACANT 7 POSITIONS, ALLOCATE VACATION AND SICK LEAVE PAYOUTS, AND 8 MAKE OTHER FUND REVENUE AND EXPENSE ADJUSTMENTS; TO 9 DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES. 10 11 WHEREAS, the City approved a comprehensive budget for the City of Little Rock, Arkansas, in 12 Little Rock, Ark., Ordinance No. 20,078 (December 22, 2008), and 13 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General 14 Fund, and where necessary to authorize the increase or decrease in the fiscal year 2009 line items for 15 these and other matters, and 16 WHEREAS, the City Manager and the Director of Finance & Treasurer, in compliance with City 17 budget and financial reporting policies, have reviewed these adjustments and recommend them to the 18 Board of Directors for approval, 19 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 20 OF LITTLE ROCK, ARKANSAS: 21 Section 1. General Fund. Section 4 of Little Rock, Ark., Ordinance No. 20,078 (December 22, 22 2008) is hereby amended so the General Fund Operating Resources amount will increase by seven 23 hundred thousand dollars ($700,000) to one hundred thirty-five million three hundred and forty-nine 24 thousand nine hundred sixty -six dollars ($135,349,966), to reflect reductions in operating budgets for 25 General fund departments of one hundred thousand dollars ($100,000), to the amount of one hundred 26 thirty -five million three hundred forty -nine thousand nine hundred sixty -six dollars ($135,349,966). 27 Section 2. Waste Disposal Fund. Section 4 of Little Rock, Ark., Ordinance No. 20,078 (December 28 22, 2008) is hereby amended so the Solid Waste operation uses amount will increase by one million four 29 hundred thirty -one thousand three hundred forty-eight dollars ($1,431,348), to reflect increases in 30 operating budgets for Waste Disposal departments, to the amount of twenty million ninety -six thousand 31 five hundred fifty -eight dollars ($20,096,558). 32 Section 3. Zoo Fund. Section 4 of Little Rock, Ark., Ordinance No. 20,078 (December 22, 2008) 33 is hereby amended so the Zoo Fund amount will decrease by ninety thousand two hundred and sixty 34 dollars ($90,260), to reflect reductions in operating budgets for Zoo fund departments, to the amount of 35 five million one hundred thirty -two thousand eight hundred and fifty dollars ($5,132,850). Section 4 of Little Rock, Ark., Ordinance No. 20,078 (December 22, 2008) 2 is hereby amended so the Golf Fund amount will decrease by sixty -three thousand nine hundred eighty - 3 five dollars ($63,985), to reflect reductions in operating budgets for Golf fund departments, to the amount 4 of two million eight hundred eighty -eight thousand nine hundred and eleven dollars ($2,888,911). 5 Section 5. Records. The Director of Finance & Treasurer is directed to maintain appropriate records 6 which provide greater detail for the adjustments set forth in this ordinance as reflected in the materials 7 provided to the Board of Directors for the September 29, 2009 meeting. 8 Section 6. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, 9 or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 10 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 11 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 12 ordinance. 13 Section 7. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this 14 ordinance are hereby repealed to the extent of such inconsistency. 15 Section 8. Emergency.
