AN ORDINANCE TO APPROVE A PLANNED ZONING DEVELOPMENT AND
ESTABLISHING A PLANNED INDUSTRIAL DISTRICT TITLED
PROMISELAND CHURCH LONG -FORM PID (Z- 5397 -A), LOCATED AT 3700
WEST 65TH STREET, LITTLE ROCK, ARKANSAS, AMEND THE OFFICIAL
ZONING MAP OF THE CITY OF LITTLE ROCK; AND FOR OTHER
PURPOSES.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS:
Section 1. That the zoning classification of the following described property be changed from I -2 to
14 PID:
15 A tract of land in the SE t/4 NW t/4 of Section 29, Township 1, Range 12 West, Pulaski
16 County, Arkansas, more particularly described as follows: Beginning at a point on the
17 north right of way line of West 65th Street, said point being N00 °28'E 80.0 feet and
18 N89 °1 8'W along the north right of way line of West 65th Street for 535.8 feet to the east
19 right of way line of Scott Hamilton Drive; thence N11 °09'W along the east right of way
20 line of Scott Hamilton Drive for 108.2 feet to a point; thence continue along the east right
21 of way of Scott Hamilton Drive NOI'02'E for 681.0 feet to a point; thence S89 °18'E for
22 551.7 feet to a point 30 feet west of the North -South centerline of said Section 29; thence
23 S00 °28'W and parallel to said North -South centerline of Section 29 for 786.5 feet to the
24 point of beginning and containing 435.771 square feet or 10.004 acres, more or less.
25 Section 2. That the approval of Promiseland Church Long -form PID (Z- 5397 -A), located at 3700 West
26 65th Street is subject to compliance with the following additional conditions:

That the preliminary site development plan /plat be approved as submitted, including
all staff comments and conditions as outlined in the Planning Commission Agenda
Staff Report in paragraphs D, E, F and including any conditions indicated in the staff
analysis in paragraph H and subject to additional conditions imposed at the Planning
Commission Public Hearing as amended by the applicant.

32 • No alcoholic beverages will be served, sold or brought into the property

1 • The use of the building as an events center is limited to functions related to the
2 existing ministries program, as well as outside functions including seminars, training
3 sessions, mini - conventions, weddings and funerals.
4 • The hours of use as an events center must end by 10:00 pm.

• A church board member or a member of the Community Development Corporation
must be present at all activities that are not church sponsored or church related.
Section 3. That the preliminary site development plan/plat be approved as recommended by the
Little Rock Planning Commission.
Section 4. That the change in zoning classification contemplated for Promiseland Church Long -
form PID (Z- 5397 -A), located at 3700 West 65th Street is conditioned upon obtaining a final plan
approval within the time specified by Chapter 36, Article VII, Section 36 -454 (e) of the Code of
Ordinances.
Section 5. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little
Rock, Arkansas, and designated district map be and is hereby amended to the extent and in the respects
necessary to affect and designate the change provided for in Section 1 hereof.
Section 6. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
ordinance.
Section 7. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent
with the provisions of this ordinance are hereby repealed to the extent of such inconsistency.
Section 8. That this Ordinance shall not take effect and be in full force until the final approval of the
plan.
