ORDINANCE NO 20,071
AN ORDINANCE ACCEPTING THE POROCEL -DIXON ANNEXATION (A-
317), ADDING CERTAIN LANDS TO THE CITY OF LITTLE ROCK,
ARKANSAS; AND CLASSIFYING SAID PROPERTY TO POROCEL PLANNED
INDUSTRIAL DISTRICT (PID) (Z- 8287 -A) AMENDING THE OFFICIAL
ZONING MAP FOR THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR
OTHER PURPOSES.
WHEREAS, a petition for voluntary annexation (the "Petition ") was filed with the
County Clerk of Pulaski County, Arkansas by the owner of hereinafter designated lands praying
that said lands be annexed to and made part of the City of Little Rock, Arkansas; and,
WHEREAS, on September 9, 2008, the County Court of Pulaski County, Arkansas founc
that the Petition was signed by a majority of the total number of the real property owners o1
the area to be annexed and by the owners of more than one -half of the acreage of said area;
and,
WHEREAS, said lands are contiguous to and adjoining the present corporate limits of
the City of Little Rock; and,
WHEREAS, an accurate map of said lands has been filed with and made a part of said
Petition; and,
WHEREAS, proper notice has been given for the time and in the manner prescribed by
law; and,
WHEREAS, all things pertaining thereto have been done in the manner prescribed by
law and that said lands should be annexed to and made part of the City of Little Rock.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS:
SECTION 1. The following described territory contiguous and adjoining the City of
Little Rock, Arkansas is accepted as annexed to and made a part of the City of Little Rock,
Pulaski County, Arkansas, to wit:
POROCEL -DIXON ANNEXATION
Described as a tract of land lying in part of the SW Y4 SW 1/4 Section 4, T -1 -S, R-
12-W and part of the North Y2 NW ' /4, Section 9, T -1 -S, R -12 -W of the Fifth
Principal Meridian, Pulaski County, Arkansas, and more particularly described
as follows: Beginning at the NW corner of Section 9, T -1 -S, R -12 -W, thence
S03 °20'05" West, 660.25 feet along the West line of said Section 9 to a point;
thence S88 °09'23" East, 1,290.89 feet to a point on the West right -of -way line
of State Highway No. 367; thence along said West right -of -way line the
following course and distances: NO2 °57'26" East, 618.88 feet to a point,
S87 °02'34" East, 20.00 feet to a point; NO2 °57'26" East, 62.97 feet to a point
on the North line of said Section 9; thence continue NO2 °57'26" East, 17.73
feet to the point of curvature of a 2,968.99 foot radius curve to the left, said
curve having a chord bearing and distance of N00 °06'21" East, 290.41 feet-.
thence along the arc of said curve 290.53 feet to a point; thence departing

from said right -of -way line N89 °05'23" West, 975.27 feet and parallel to the
North line of said Section 9 to a point; thence S22 °26'00" East, 336.26 feet to
an existing iron pin; thence N89 °00'44" West, 461.66 feet to the point of
beginning, and all adjacent and abutting street right -of- way(s).
SECTION 2. That the zone classification of the following property be and is hereby
changed to PID as indicated:
Z- 8287 -A - Described as a tract of land lying in part of SW 1/4 SW 1/4 of Section 4,
T -1 -S, R -12 -W and part of the North 1/2 NW 1/4 NW 1/4, Section 9, T -1 -S, R -12 -W,
Pulaski County, Arkansas, lying West of Arch Street Pike (AR State Highway
367), more particularly described as follows:
Begin at the NW corner of said Section 9; thence S03 °20'05" West, along the
West line of said Section 9, 660.25 feet; thence S88 °09'23" East, 1,290.89 feet
to the West right -of -way of Arch Street Pike (AR State Highway 367); thence
along the West right -of -way the following bearings and distances: NO2 °57'26"
East, 618.88 feet; S87 °02'34" East, 20.01 feet; NO2 °57'26" East, 62.97 feet;
NO2 °57'26" East, 17.73 feet; N00 °06'21" East, 290.41 feet; N07 °15'12" West,
167.43 feet; thence leaving said right -of -way along a curve to the right having
a radius of 120 feet, a chord bearing and distance of N49 °15'09" West, 168.69
feet; thence N09 °10'01" West, 153.55 feet; S87 °34'01" West , 408.38 feet;
S00 °56'16" West, 403.1 feet; thence N89 °02'16" West, 408.6 feet; thence
S22 °26'00" East, 336.26 feet to the North line of said Section 9; thence
N89 °00'44" West, along said North line, 461.66 feet to the point of beginning,
containing 30.95 acres, more or less be (10,300 Arch Street Pike).
SECTION 3. That approval of the Porocel PID (Z- 8287 -A), located at 10,300 Arch Street
Pike is subject to compliance with the following additional conditions:
At such time as the new structures are built, new areas shall meet all
landscape requirements - zoning buffer and landscape (Chapters 36 and
15). All new vehicular use areas shall be paved and landscaped per
ordinance requirements. The additions and new construction will have to
meet all building code and detention requirements of the City of Little
Rock.
Additional fire hydrants may be required to service the development in the
future. This will be determined as part of the site review with any
additions or new construction. All additions or new construction shall not
exceed the height allowed in 1 -3 or 30 feet. And signage shall be limited to
that in Section 36 -554. Any new lighting is to be low level and directional,
downward and into the site.
Arch Street Pike is classified as a Principal Arterial and with the
construction of any new structures additional right -of -way to the
55 feet on center line may be required, as well as some widening.
Any improvements that would be located in the right -of -way will
need a franchise agreement.
SECTION 4. That the map referred to in Chapter 36 of the Code of Ordinances of the
City of Little Rock and designated district map be and is hereby amended to the extent and in
the respects necessary to affect and designate the change provided for in Section 1 hereof.

SECTION 5. Severobility. In the event any title, section, paragraph, item, sentence,
clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
unconstitutional, such declaration or adjudication shall not affect the remaining portions of the
ordinance which shall remain in full force and effect as if the portion so declared or adjudged
invalid or unconstitutional was not originally a part of the ordinance.
SECTION 6. Repeater. All ordinances or resolutions of the City in conflict herewith are
hereby repealed to the extent of such conflict.
