AN ORDINANCE APPROVING A PLANNED ZONING
DEVELOPMENT AND ESTABLISHING A PLANNED
COMMERCIAL DISTRICT TITLED HAIR N' MOTION
SHORT -FORM PCD (Z- 8398), LOCATED SOUTH OF
WEST 46TH STREET BETWEEN JOHN BARROW ROAD
AND LUDWIG STREET, LITTLE ROCK, ARKANSAS,
AMENDING THE OFFICIAL ZONING MAP OF THE
CITY OF LITTLE ROCK; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK, ARKANSAS.
SECTION 1. That the zoning classification of the following described property
be changed from R -2, Single - family to PCD:
Part of Lot 1, Block 2, Euclid Place an Addition to the City of Little Rock,
Pulaski County, Arkansas, more particularly described as follows:
Beginning at the Northwest corner of said Lot 1; thence S88 °52'E along
the North line of Lot I also the South right of way line of West 46th Street,
81.75 feet; thence S68 °58'E, 60.28 feet to a point on the West right of way
line of Barrow Road; thence South along said West right of way of
Barrow Road, 29.56 feet; thence N88 °52' W along South line of said Lot
1, 137.53 feet; thence North 50.0 feet along West line of Lot 1 to the point
of beginning. and Lot 2, Block 2, Euclid Place, an addition to the City of
Little Rock, Pulaski County, Arkansas, less and except the East 6.97 feet
thereof. and The North 10 feet of Lot 3, Block 2 Euclid Place an Addition
to the City of Little Rock, Pulaski County, Arkansas, less and except the
east 6.97 feet thereof. and All of Lots 23 and 24, Block 2 Euclid Place an
Addition to the City of Little Rock, Pulaski County, Arkansas.
SECTION 2. That the approval of Hair N' Motion Short-form PCD (Z- 8398),
located South of West 46th Street between John Barrow Road and Ludwig Street is
subject to compliance with the following additional conditions:
• That the preliminary site development plan/plat be approved as
submitted, including all staff comments and conditions as outlined in
the Planning Commission Agenda Staff Report in paragraphs D, E, F
and including any conditions indicated in the staff analysis in
paragraph H and subject to additional conditions imposed at the
Planning Commission Public Hearing as amended by the applicant.
SECTION 3. That the preliminary site development plan/plat be approved as
recommended by the Little Rock Planning Commission.
SECTION 4. That the change in zoning classification contemplated for Hair N'
Motion Short-form PCD (Z- 8398), located South of West 46th Street between John
Barrow Road and Ludwig Street is conditioned upon obtaining a final plan approval
within the time specified by Chapter 36, Article VII, Section 36 -454 (e) of the Code of
Ordinances.
SECTION 5. That the map referred to in Chapter 36 of the Code of Ordinances
of the City of Little Rock, Arkansas, and designated district map be and is hereby
amended to the extent and in the respects necessary to affect and designate the change
provided for in Section 1 hereof.
SECTION 6. That this Ordinance shall not take effect and be in full force until
the final approval of the plan.
SECTION 7. Severability. In the event any title, section, paragraph, item,
sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid
or unconstitutional, such declaration or adjudication shall not affect the remaining
portions of the ordinance which shall remain in full force and effect as if the portion so
declared or adjudged invalid or unconstitutional was not originally a part of the
ordinance.
SECTION 8. Repealer. All laws, ordinances, resolutions, or parts of the same
that are inconsistent with the provisions of this ordinance are hereby repealed to the
extent of such inconsistency.
