ORDINANCE NO. 19965
3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF COMPETITIVE
4 SELECTION AND AUTHORIZE THE CITY MANAGER TO EXECUTE A
5 PROFESSIONAL SERVICES AGREEMENT WITH THE JAMIESON GROUP, INC. FOR
6 REDEVELOPMENT CONSULTING SERVICES; AND FOR OTHER PURPOSES.

8 WHEREAS, by publication of Request for Qualifications No. 5284, the City of Little Rock solicited
9 qualifications for redevelopment consultant services for the evaluation of available redevelopment
10 tools and the development of plans and information programs for the Midtown Redevelopment District
11 No. 1 ( "the District "), and
12 WHEREAS, the Jamieson Group, Inc. ( "Consultant ") was selected by the City as the most qualified
13 to provide the needed services, and an agreement with the Consultant was executed on April 28, 2006,
14 and
15 WHEREAS, during the term of the agreement, the Consultant's services included preparation of the
16 "Statement of Design and Programming Expectations for the Redevelopment of the University Mall,"
17 approved by the Little Rock Board of Directors on December 5, 2006, and the development of
18 amendments to the Midtown Design Overlay District ordinance, which governs development and
19 redevelopment within an area that includes the University Mall site, and
20 WHEREAS, the agreement with Consultant expired on March 30, 2008, but additional consulting
21 services are needed to review plans for proposed redevelopment of the former University Mall site in
22 order to provide input and recommendations concerning conformity with the City's design
23 requirements and programming expectations for this site, and
24 WHEREAS, it is impractical and unfeasible to have a company other than the Jamieson Group, Inc.
25 provide consulting services that require an understanding of the intent behind the City's design
26 requirements and programming expectations for the area under consideration, and
27 WHEREAS, the competitive selection process that is required for designated professional services
28 should be waived, and an agreement executed with the Jamieson Group, Inc. as the sole source
29 provider of the redevelopment consultant services that are needed to evaluate the proposed
30 redevelopment of the University Mall site.
31 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
32 ROCK, ARKANSAS:
33 Section 1. The Board of Directors finds that competitive selection should be dispensed with in
34 the purchase of additional redevelopment consultant services, as an exceptional situation exists and
35 competitive selection is impractical and infeasible.

I Section 2. The City Manager is hereby authorized to enter into an agreement with the
2 Jamieson Group, Inc. for the purchase of redevelopment consultant services for an amount not to
3 exceed Five Thousand Dollars ($5,000.00) less any donation received by the City for this service.
4 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
5 phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such
6 declaration or adjudication shall not affect the remaining portions of the ordinance which shall remain
7 in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not
8 originally a part of the ordinance.
9 Section 4. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict
10 with any provision of this ordinance are hereby repealed to the extent of such conflict.
