ORDINANCE NO. 19953
TO AMEND CHAPTER 2 OF THE CODE OF ORDINANCES
PERTAINING TO THE ADMINISTRATION OF FINANCIAL AFFAIRS; AND FOR
OTHER PURPOSES.
WHEREAS, several City of Little Rock departments would like to establish online payment accounts
to help facilitate citizen purchases of city permits, licenses, reports, and other items, and
WHEREAS, the establishment and maintenance of online payment systems create additional costs
for city departments, and
WHEREAS, these additional costs could be recovered by adding a convenience fee to the cost of
the online purchase.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
ROCK, ARKANSAS:
Section 1. Little Rock, Ark., Rev. Code § 2 -117 is hereby adopted as follows:
Sec. 2 -117. On -Line Convenience Fee. An online payment convenience fee may be
established by the City Manager and added to the cost of any license, permit, report or
other item that is purchased from the City through an online payment system. The
convenience fee shall be based on the cost of the equipment, personnel and network
connections that are required to provide the online payment service.
Section 2. Reserved. Little Rock, Ark., Rev. Code SS 2 -118 through 2 -130 are hereby reserved.
Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such
declaration or adjudication shall not affect the remaining portions of this ordinance, which shall
remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was
not originally a part of this ordinance.
Section 4. Repealer. All ordinances or resolutions of the City in conflict herewith are hereby
repeated to the extent of such conflict.
