199401 ORDINANCE NO. 19,940 2 3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF COMPETITIVE 4 BIDDING AND AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT 5 WITH DTC, INC. FOR THE PURCHASE OF NEW MOBILE AUDIO AND VIDEO 6 RECORDING EQUIPMENT FOR THE LITTLE ROCK POLICE DEPARTMENT AS 7 PART OF THE COPS METHAMPHETAMINE GRANT PROJECT; AND FOR OTHER 8 PURPOSES. 9 10 WHEREAS, the Police Department has requested approval to purchase new mobile audio and 1 1 video recording equipment as part of the COPS Methamphetamine Initiative Grant Project, and 12 WHEREAS, specialized mobile audio and video recording equipment are required to meet 13 current court requirements for covert /overt undercover investigations, and 14 WHEREAS, the Police Department Special Investigations Division has researched the digital 15 surveillance equipment and has determined that DTC, Inc. is the only provider of Project 25 Digitally 16 encrypted audio and video surveillance and personal recording (body mic) systems that meet current 17 standards, and 18 WHEREAS, competitive bidding should be waived and the contract awarded to DTC, Inc. as the 19 sole source provider of the new covert surveillance systems, as their system includes digital 20 transmitters, programmable high intensity microphone systems, digital video recording equipment with 21 high resolution pictures which meet current standards, and provides free surveillance equipment 22 training at the Police Department facility. 23 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE 24 ROCK, ARKANSAS: 25 Section 1. The Board of Directors finds that competitive bidding should be dispensed with 26 in the purchase of new mobile audio and video recording equipment as part of the COPS 27 Methamphetamine Initiative Grant Project of the Little Rock Police Department. 28 Section 2. The City Manager is hereby authorized to dispense with competitive bidding 29 and to enter into a contract with DTC, Inc. for the purchase of specialized mobile audio and video 30 recording equipment for the LRPD, in the amount of Seventy Thousand, Seven Hundred Ninety -Seven 31 and 35/100 Dollars ($70,797.35). 32 Section 3. Funds for this purchase are available and were anticipated for such expenses 33 through the Police Department's 2007 COPS Methamphetamine Initiative Grant (270529- G35098). 34 Section 4. Severability. Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with any provision of this ordinance are hereby repealed to the extent of such conflict.
