3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF COMPETITIVE
4 BIDDING AND AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT
5 WITH CRIMEPOINT, INC. FOR THE PURCHASE OF NEW COVERT SURVEILLANCE
6 SYSTEMS FOR THE LITTLE ROCK POLICE DEPARTMENT AS PART OF THE COPS
7 METHAMPHETAMINE GRANT PROJECT; AND FOR OTHER PURPOSES.

9 WHEREAS, the Police Department has requested approval to purchase specialized covert
10 surveillance systems as part of the COPS Methamphetamine Initiative Grant Project, and
11 WHEREAS, specialized covert surveillance systems with enhanced cellular transmitting features
12 are required to meet current court requirements for covert/overt undercover investigations, and
13 WHEREAS, the Police Department Special Investigations Division has researched the digital
14 surveillance equipment and has determined that Crimepoint, Inc. provides Project 25 Digitally
15 encrypted video surveillance systems which feature wireless transmission of digital video evidence and
16 meets current standards, and
17 WHEREAS, competitive bidding should be waived and the contract awarded to Crimepoint, Inc.
18 as the sole source provider of the new covert surveillance systems, as their systems feature Sony
19 wireless transmitters and enhanced video reproduction specifically designed to meet current court
20 requirements, and provides free surveillance equipment training at the Police Department facility.
21 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
22 ROCK, ARKANSAS:
23 Section 1. The Board of Directors finds that competitive bidding should be dispensed with
24 in the purchase of new covert surveillance systems which feature Sony wireless transmitters and
25 enhanced video reproduction as part of the COPS Methamphetamine Initiative Grant Project of the
26 Little Rock Police Department.
27 Section 2. The City Manager is hereby authorized to dispense with competitive bidding
28 and to enter into a contract with Crimepoint, Inc. for the purchase of covert surveillance systems for
29 the LRPD, in the amount of Seventy -four Thousand, Eight Hundred Seventy ($74,870.00).
30 Section 3. Funds for this purchase are available and were anticipated for such expenses
31 through the Police Department's 2007 COPS Methamphetamine Initiative Grant (270529- G35098).
32 Section 4. Severability. In the event any title, section, paragraph, item, sentence,
33 clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such
34 declaration or adjudication shalt not affect the remaining portions of the ordinance which shalt remain
35 in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not
36 originally a part of the ordinance.

Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in
conflict with any provision of this ordinance are hereby repealed to the extent of such conflict.
