AN ORDINANCE APPROVING A PLANNED ZONING
DEVELOPMENT AND ESTABLISHING A PLANNED
COMMERCIAL DISTRICT TITLED MID -TOWN
SHOPPING CENTER REVISED LONG -FORM PCD
(Z- 7421 -B), LOCATED ON THE NORTHEAST CORNER
OF WEST MARKHAM STREET AND UNIVERSITY
AVENUE, LITTLE ROCK, ARKANSAS, AMENDING THE
OFFICIAL ZONING MAP OF THE CITY OF LITTLE
ROCK; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That the zoning classification of the following described property
be changed from PCD to Revised PCD:
Part of Lot 15, Howard Adams and R.D. Plunkett's Subdivision, a portion
of "B" Street abandoned by the adoption of Ordinance No. 19,177, Lots 1
through 7 and Lots 20 through 26, Block 1, Orlando Heights, Lots 1
through 5, Block 2, Orlando Heights and a portion of "A" Street
abandoned by the adoption of Ordinance No. 19,177 all in Little Rock,
Pulaski County, Arkansas more particularly described as: commencing at
the NW corner of said Lot 15, Howard Adams and R.D. Plunkett's
Subdivision; thence S O1 degrees 59'47" W along the west line of said Lot
15, 15.00 feet; thence S 87 degrees 50'16" E parallel to the north line of
said Lot 15, 10.00 feet to the point of beginning; thence continue S 87
degrees 50'16" E parallel to the said north line, 259.40 feet; thence S 01
degrees 15'50" W, 136.04 feet; thence S 86 degrees 24'25" E, 96.90 feet;
thence S 01 degrees 34'55" W, 171.99 feet to a point on the north line of
Lot 7, Block 1, Orlando Heights; thence S 87 degrees 53'02" E along said
north line, 30.09 feet to the NE corner of said Lot 7; thence S 01 degrees
37'42" W along the east line of said Lot 7 and along the east line of Lot
20, said Block 1, 251.48 feet to the SE corner of said Lot 20; thence N 87
degrees 47'24" W along the south line of said Lot 20 and along the south
line of Lot 21, said Block 1, 106.47 feet to the SW corner of said Lot 21;
thence S 02 degrees 12'36" W, 49.95 feet to the NE corner of Lot 5, Block
2, said Orlando Heights; thence S O1 degrees 45'09" W along the east line
of said Lot 5, 126.20 feet to the SE corner thereof; thence N 87 degrees
46'12" W along the south line of said Lot 5 and along the south line of
Lots 4, 3, 2 and 1, said Block 2, 267.97 feet to the SW corner of said Lot
1, Block 2; thence N O1 degrees 26'08" E along the west line of said Lot
1, 126.07 feet to the NW corner thereof; thence N O1 degrees 36'10" E,
50.00 feet to the SW corner of Lot 26, said Block 1, Orlando Heights;
thence N 01 degrees 20'12" E along the west line of said Lot 26 and along
the west line of Lot 1, said Block 1, extended 299.56 feet; thence
northwesterly along the arc of a 30.00 foot radius curve to the right, a
chord bearing and distance of N 24 degrees 17'11 " W, 26.72 feet; thence
N O1 degrees 59'49" E parallel to the west line of said Lot 15, Howard
Adams and R. D. Plunkett's Subdivision, 238.12 feet to the point of
beginning, containing 5.4867 acres more or less.

containing 1.8549 acres more or less.
SECTION 2. That the approval of Mid -Town Shopping Center Revised Long -
form PCD (Z- 7421 -B), located on the Northeast corner of West Markham Street and
University Avenue is subject to compliance with the following additional conditions:
• That the preliminary site development plan/plat be approved as submitted,
including all staff comments and conditions as outlined in the Planning
Commission Agenda Staff Report in paragraphs D, E, F and included any
conditions indicated in the staff analysis in paragraph H and subject to
additional conditions imposed at the Planning Commission Public Hearing
as amended by the applicant.
SECTION 3. That the preliminary site development plan/plat be approved as
recommended by the Little Rock Planning Commission.

SECTION 4. That the change in zoning classification contemplated for
Mid -Town Shopping Center Revised Long -form PCD (Z- 7421 -B), located on the
Northeast corner of West Markham Street and University Avenue is conditioned upon
obtaining a final plan approval within the time specified by Chapter 36, Article VII,
Section 36 -454 (e) of the Code of Ordinances.
SECTION 5. That the map referred to in Chapter 36 of the Code of Ordinances
of the City of Little Rock, Arkansas, and designated district map be and is hereby
amended to the extent and in the respects necessary to affect and designate the change
provided for in Section 1 hereof.
SECTION 6. That this Ordinance shall not take effect and be in full force until
the final approval of the plan.
SECTION 7. Severability. In the event any title, section, paragraph, item,
sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid
or unconstitutional, such declaration or adjudication shall not affect the remaining
portions of the ordinance which shall remain in full force and effect as if the portion so
declared or adjudged invalid or unconstitutional was not originally a part of the
ordinance.
SECTION 8. Repealer. All laws, ordinances, resolutions, or parts of the same
that are inconsistent with the provisions of this ordinance are hereby repealed to the
extent of such inconsistency.
