3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF COMPETITIVE BID -
4 DING AND AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT
5 WITH INTERFACE SECURITY SYSTEMS, L.L.C. TO UPGRADE THE ENTRANCE
6 SECURITY EQUIPMENT FOR THE POLICE DEPARTMENT FACILITIES AND TO
7 UPGRADE THE OFFICE OF INFORMATION TECHNOLOGY SECURITY TO THE
8 SAME SYSTEM; AND FOR OTHER PURPOSES.

10 WHEREAS, access and security control is a major concern for employees and visitors to the Po-
11 lice Department and Office of Information Technology, and
12 WHEREAS, the entrance security equipment at the Police Department facilities, which was de-
13 signed and installed by Interface Security Systems, is in need of upgrading, and
14 WHEREAS, the security control for the Office of Information Technology should be upgraded to
15 the same system for modern access and monitoring capabilities, and
16 WHEREAS, competitive bidding should be waived and the contract awarded to Interface Secu-
17 rity Systems, as the sole source provider of the system, in order to remain consistent and implement a
18 comprehensive security system for the Police Department and the Office of Information Techonology.
19 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE
20 ROCK, ARKANSAS:
21 Section 1. The Board of Directors finds that competitive bidding should be dispensed with
22 in the upgrade and tie -in of the entrance security equipment for the Police Department and the Office
23 of Information Technology, and the purchase order for such equipment should be awarded to Inter -
24 face /Sonitrol Security Systems, the provider of the current equipment.
25 Section 2. The City Manager is hereby authorized to dispense with competitive bidding
26 and to enter into a contract with Interface Security Systems for the upgrading of the entrance security
27 equipment for the Police Department and Office of Information Technology, in the amount of Sixty
28 Thousand, Nine Hundred Twenty -Five Dollars ($60,900.00)
29 Section 3. Funds for this purchase will consist of $58,125.00 State Seized Funds and
30 $2,800.00 from the Office of Information Technology budget accounts.
31 Section 4. Severability. In the event any title, section, paragraph, item, sentence,
32 clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such
33 declaration or adjudication shall not affect the remaining portions of the ordinance which shall remain
34 in full force and effect as if the portion so declared or adjudged invalid or unconstitutional were not
35 originally a part of the ordinance.

I Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in con -
2 flict with any provision of this ordinance are hereby repealed to the extent of such conflict.
