SECTION 1. Appointment, Duties, and Salary of'the City Electrician. NAI. Be it ordained by the City Council of the City of Little Rook in legal and regular session,convened, that there is hereby created the office of City Electrician, who shall be selected by the Mayor, subject to the confirmation of the majority of the City Counci elect# and who shall hold his office fQr a tear of two yew . . hie successor is appointed. ` NBP. Said electrician shall be a competent electrician, of at least five years experience. He shall give his entire time and ser- vices to his office, and shall receive for his services the sum of $300.00(Three Hundred Dollars) per month. He shall have full power to appoint and suspend, with or without cause, all other officers or employees of said department, the employees so discharged having the 4 rigmt to appeal to the Mayor and Lighting Committee. N0. The City Electrician shall, before entering of the office, be required to take an oath of office and to enter F. into bona to the City of Little Rock in the sum of ten thousand dol .for the faithful performance pf his duties. Tne City Electrician shall be the official electrician of the City of Little Rock, and shall perform the duties usually required Z of such an officer. He shall have full and absolute control and charge of all electric inspections, traffic signals, and all electrical machl ery tnd apparatus in the Electric Plant, including the motive power, generators, lines, lamps and everything in connection therewith. NgN. It shall be the duty of the City Electrician to see that all provisions of the ordinances, rules and regulations of the Eled- -1 trical Department of the City of Little Rock are fully complied with, and to inspect all the electrical work done within the corporate limits for lighting, power or heating, and keep proper and permanent records of such inspections; he shall report the results of inspections to t general or electrical contractor or to the owner or occupant of the building or structure in or on which the electrical work is.being d or has been done, and cause to be corrected any deviation from the requirements of this ordinance, or issue approval in writing when Irequirements are found to be satisfied. $GN. It shall be the duty of the City Electrician or his aut) ized assistants to inspect all interior wires and wiring and all elec- trical apparatus conducting or utilizing electrical current at a diff, once of potential of thirty(30) volts or more for any purpose whatso- ever, within the limits of the City of Little Rock. He shall be empow ered to make such tests as he may deem necessary to ascertain the con dition of such wiring or appliances and he shall have the right to remove or compel the removal of any obstructions, such as lath, plas- tering, ceiling or flooring which may hinder a full and complete insPi -_r$,Ion of such wires or apparatus. He may remove or compel the remoeai of any conductors which are enclosed in conduit or otherwise inaccess ible for complete inspection. When said conductors or appliances are not in accordance with the requirements of this ordinance, or found be unsafe to life er proper #y, he shall have the right to condemn su conductors or appliances as hereinafter provided. NgN. The City Electrician or his authorized assistants, shall have the right to enter any building, manhole, subway, or premises in fA Y � `l t; , C the discharging of his duties or for the purpose of making ahY'inspec- tion or tests of any electrical apparatus contained therein. He shall have the power 'to make arrests for the violation of any of these pro- visions of this ordinance, and to compel the suspension of any eleo- trical work being done in a manner prohibited by this ordinancev *10. The City Electrician is hereby empowered to inspect or re- inspect at his option, all interior wiring and apparatus conducting or using dleetric current for lights, heat or power, and when, the said conductors or apparatus are found to be unsafe to life or prop- erty, he shall notify the person, firm, or corporation owning, using or operating them, to place the same in a safe and secure condition within forty- eight(48) hours; or within such further time as the City Electrician shall determine is necessary. NJN. It shall be unlawful for any person, firm or corporation to hinder or interfere with the 'City Electrician or any of his authori assistants in the discharge of their duties under this ordinance. SECTION 2. WIRING+ METHODS. NAN. Bey it further ordained, eto., that any and all electric was for light, heat, power, or any other purpose placed in or on any building or structure in the City Limits of the City of Little Rock shall be installed in conformity with the rules and regulations as laid down in the National Electric Code as approved by the American Engineering Standards Committee and in conformity with the additional rules ana regulations as set forth in this ordinance. Where local rules and regulations are set forth in this ordinance they shall take] preference over any rules conflicting therewith. NB". Any and all materials, devices, equipment, or any °&VA-&!I items necessary for the installation of electrical systems shall be approved and/or bear the label of the Underwriter's Laboratories, Ina which Laboratories _shall be accepted as the authority ,for any and ,ill approved items. Provided the class Of material used is listed by the said underwriters' Laboratories, Inc. „CN. No electrical apparatus, fittings or material shall be used or placed on sale when the City Electrician shall consiaer it a fire I '1 or hazardous to life and property. a $DN. All electrical conductors operating at a differneoe,of pot t w of thirty(30) volts or more and installed in or on any building or structure in the City of Little Rook shall be installed in one of . t following approved methods, i.e., RIGID MWAL CONDUIT, FLEXIBLE STEEL NDUIT,.METAL MOLDING, FIBRE CONDUIT, FLEXIBLE STEEL ARMORED CABLE, C_SHEATHED CABLE, or INOB and TUBE WORK. Any system other these shall not be approved or redagniaed by this department. AECTION 3. LOCAL RULES AND REGULATIONS. PAN. All electrical work of any kind and all systems shall satis- factorily fulfill the purpose for which it is installed and all work shall be executed in a neat and workmanlike manner. Slipshod or work not in keeping with good electrical practice shall be classed as def tive and shall be immediately corrected by persons causing the same. PBP. All wiring for lights, power and heat in the defined Fire District and in theatres, churches,, auditoriums, garages, gasoline filling stations, hotels, office buildings, schools, and other build- ings normally used for public purposes, and all apartment buildinge- comprising four(4) or more apartments wherever located shall be in- stalled in approved metallic conduits. #00. All knob and tube or non- metallic sheath cable installations having more than three(3) circuits, each circuit shall be protected by approved metal armor or conduit to the first outlet of each circus *DO. All light wiring in commercial buildings in sales and dis- play rooms shall be done with wire not smaller than #12 R.C. wire, allowing four(4) outlets to the circuit. Window lights not over six(6 - outlets per circuit on #12 R.C. wire. PEN. First floors in residences not over eight(S) outlets per ci ouit. Second floors twelve(12) outlets per circuit, and apartments eight($) outlets per circuit on all floors provided this number of outlets does not overload the bircuit. NF". Store rooms and stdck rooms in commercial buildingt and buildings above the first floor may have eight(S) outlets on the cir- cuit on #11 R.C. wire, provided this number of outlets does not over C the circuit. "GN. All outlets for ceiling or bracket lights wherever instal 84&11 be fitted with fixture studs and ears drilled and 59E� and in residence wiring ail switches and outlet boxes shall be of the type known to the trade as Galvanized or Sheradized and shall be at least one and one- half(lia) inches deep. Not to include meter trims And _safety switches. ONO. Electric signs on new or old wiring two hundred watts, ©r j lover, must be on separate circuit. Signs not exceeding two hundred watts may be connected to a light circuit, provided that circuit is not overloaded. "I ". All attics on old jobs must be left open and adequate 1provision made for inspections. "J". Overhead wires running between main building and any out- building shall not be smaller than #12 A.wirei and shall be supported by approved supports in an approved manner. "$N. All exposed wires under houses and in basements with ceil- ings under six(6) feet shall be wired in armored bushed cable or rigi iron conduit, and where the ceiling iw over six feet, Knob and Tube Method may be used, provided the joists are bored. This does not appl to ground wires. PLO. Under all conditions where conduit is required, conduit fittings used shall be of the type known to the trade as Galvanized Sheradized. NMN. In the absence of approved water or other piping grounds, the ground must be made with three - quarter OAN) inch galvanized pipe jor approved grounding devices. ONO. All underground wiring installed in earth or concrete or other type of floor laid on earth, shall be done with galvanized con-; Idult and lead covered wire. NON. All convenience outlets for ironing boards must be in-a' outside of the ironing board cabinet. "Pg. All bell transformers must be fused with three(3) ampere fuses and located in accessible places. "qN. On new type armored bushed cable installations, fibre A (f, 1 ushings must be used at all outlets. "R". Services sixty(60) feet and less in length may be installed *pout fuse at point of entrance when impractical to locate fuse at oint of entrance. 08 ". In gnob and Tube Work crossovers may be made by the use of knobb provided a separate knob is used below or above each wire cross d.'` $TM. In all wiring for two hundred(200) volts and over, the use o cartridge fuses is required. "U". Where conduit is installed for telephone services it, shall t installed according to rules covering conduit for other classes of wiring and shall be grounded. "V". So- called homemade or built -up cabinets will not be allow6d on any installation, and on lighting circuits all cabinets shall be of the dead front type. On power installations this does not apply in up and including four(4) circuits. "W". The above table is based on lighting or utility circuits not .equiring over thirteen hundred and twenty(1320) watts each. NTN. All meter loops up to'and including two hvadred(200) ampere must be the accessible fuse meter test type of standardized service stitch with universal end walls. Meter loops over two hundred(200) ampere shall be made with standardized trim switches of the accessibl, i fuse type, and fitted with universal end walls. Meter loops two hundr( (206 ampere and over shall be provided with approved metal boxes to contain necessary current transformers. -- 0-Ve Meter trim switch boxes must be marked with name, address, and telephone number of the electrical contractor installing said wor . Apartment houses or other multiple meter installations shall.also hav plainly marked the number of the apartment or sufficient load desip- nation, marking to be permanant. NAA". Entrance switches and meter loops shall be located iiv read ily accessible places at heighth not exceeding six(6) feet to top of entrance switch and shall not be placed above the first floor except by special permission. "BBN. On all remodeling jobs where the load is to be divided and put on two or more meters, the meters must be relocated according to the above rules, and shall be of the accessible fuse type and small "_ be fed from a common service. This rule applies only to dwellYng.and apartment houses. 900 ". No job shall be considered as being completely roughed in until all joints have been soldered, rubber and friction taped, and pigtails - provided for the hanging of fixtures. SECTION 4. INSPECTIONS, PERMITS, AND FEES. NAN. Any person, firm or corporation conducting or managing-a siness for installing any electrical wires or electrical apparatus o convey electrical current for light, heat or power, shall be requi3 to register and parr, an annual license to the Vity Collector of the City of Little Rook. NBN. The annual license for any person, firm or corporation en- gaged in such electrical business shall be fifty(150-00) dollars a year, or any fractional part thereof, payable in advance to the A City Collector of the City of Little Rock. The annual license shall expire December 31 of each year. NO". The City Electrician of the City of Little Rock, Arkansas, is hereby prohibited to issue any electrical permits to any persons, firm, or corporation other than those licensed under this ordinance, except in the event said person, firm, or corporation has a permaner 'employe# who is a competent electrician, install or maintain elso- trical wires or apparatus in.or upon their premises. "DN. Any license granted under this ordinance may be revoked by the Mayor and the Lighting Committee of the City of Little Rock upon recommendation of the City Electrician, if the holder of same violatels any ordinance or law relating to electrical wiring or is guilty of electrical construction which is hazardous to life and property, or for transferring or allowing directly or indirectly firms, persons, or corporations, other than the lawful holder to operate or obtain permits to do work under said license provided the holder of same be found guilty of such violations. WHEN A CERTIFICATE IS REVOKED A NEW CERTIFICATE WILL NOT BE GRANTED to the same firm, person, or ation for a period of sixty(60) days or more. ...�. NEN. In case it shall be discovered that any electrical work has been installed or put into use, for which no application for inspect has been made There shall be a charge of $1.00 (One dollar) which shall be in addition to the regular inspection fee covering such wo and no additional permits shall be granted until all fees have been paid. NFN. Within twenty- four(24) hours after proceeding with the in- stallation of or the addition to any electrical wiring or apparatus f the transmission or utilization of electrical current operating at a potential of thirty(30) volts or more in the City of Little Rock, t Master Electrician in charge of such proposed work shall file with City Electrician an application requesting permit for such work. #GO. 4 plications for permits shall give the exact address by approximate street and number, /date inspection is desired, the name of master electrician in charge of the work, and a complete dAcription of the ztent of the installa4ion. ►I "Ho. On installations where several persons are concerned with the installation of electric conductors or appliances, each party shail be_ required to pay the fees as established for such work. 011, Rough Inspection. Before any interior electrical wiring shall be concealed from view, or in case said wiring is in conduits, before said conduits shall be concealed from view, the person, firm, or corporation installing same shall give a written notice to the Olt Electrician, who shall, as soon as possible after the receipt of said notice, inspect. said work, -and no such work shall I be concealed from view before the expiration of thirty- six(36) hours from the receipt o Baia notice, unless the City Electrician or his authorized assistants shall make his inspection and approve said work, before the expirati of the said thirty- six(36) hours. MLM. Final Inspection. Before any electrical current shall used upon any electrical wiring, of any character, written notice st be served upon the City Electrician, who shall,. as soon as possible, make a final inspection of said wiring, and if said installation has been constructed in accordance with the rules and requirements of tt ordinance, he shall issue a certificate of inspection, which shall c tain a general description of the installation, and the date of said inspection. No current shall be used prior to the issuance of said certificate, provided that said City Eleetideian may issue a tempore permit for the use of electrical current during the course of constr tion or alteration of building. M FIR provisions of this ordinance shall be guilty of a misdemeanor, and son conviction thereof in police court, shall be fined not less thm $10.00(ten dollars) and not more than $50.00(fifty dollars) for each violation of this ordinance. All ordinances or parts of ordinances conflicting.wi.th.ShOl.: provisions of this ordinance are hereby repealed. SECTION 6. MUITY. Ax3y person, firm., or corporation who shall violate any of the provi,* sions of this ordinance shall be guilty of a misdemeanor, and upon conviction thereof in police court, shall be fined not less than $10000 (ten dollars) and not more than $50.00 (fifty dollars) for each violation of this ordinance.
