4498ORDINANCE NO. Vy1`g�F AN ORDINANCE "ENDING ORDINANCE NO.4 z/z/fIPASSED AND APPROVED ON THE Oth DAY OF OCTOBER, 1929. BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS: Section 1. That Section 2 of Ordinance No.4(4(yof the City Council of the City of Little Rock, passed on the 15th day of October, 1929, be amended to read as followst "Section 21 Said bonds shall be in substan- tially the following form: UNITED STATES OF AFRICA STATE OF ARKANSAS CITY OF LITTLE ROCK 5% AIRPORT, HOSPITAL AND FIRS EQUIPMENT BOND No. $1000. KNOW ALL MEN BY THESE PRESENTSt That the City of Little Rock, in the County' of Pulaski, and State of Arkansas, acknowledges itself to owe and for value received promises to pay to bearer the sum of ONE THOUSAND DOLLARS in lawful money of the United States of America, on the first day of September, 19 , with interest thereon from the first day of Novenber, 1929, at the rate of five per centum per annun, payable semi - annually on the first :day of March and September of each year, on pre- sentation and surrender of the annexed interest cotipd# as they severally mature. Both principal and interest of this bond are hereby made payable at the of f ice of Halsey, Stuart & Company, in the City of Chicago, Illinois - -2-- or in the City of New York, at the option of the holder t hereof. This is one of a series of five hundred and fifty -fire (55 5) bonds, aggregating Five Hundred and Fifty- -five Thousand Dollars 0555,000), all of like tenor and effect, except as to maturities, numbered from one to five hundred and f if ty- five:, inclusive, issued for the purpose of purchasing a site for and equipment of a municipal airport, for the purchase of fire - fighting apparatus and a fire alarm system, and for the construction of an addition to the little Rock General Hospital and purchase of equipment therefor, and the said City of Little Rock hereby covenants that in the issuing of this bond it has proceeded in accord- ance with the provisions of the Amendment which was adopted as Amendment No.15 to the Constitution of the Mate of Arkansas, now Amendment No.13, and in accord- ance with the laws of said State, under ordinances of the City Council of said City, and in pursuance of an election duly held, at vhic$ the majority of the legal voters. of said City voted in f avor of the issue of said bonds; that all things necessary to the validity of this bond under the laws of the State of Arkansas, and particularly under said Amendment to its Constitution, have existed, have happened and have been performed as required by law; and that a tax sufficient to pay the bonds aforesaid has been duly levied in accordance with said Constitutional Amendment, and made payable annually until the last of said bonds. has been fully paid and discharged. For the prompt payment of this bond and the interest thereon, the said City of Little Rock hereby pledges its full faith, - -3.._ credit and taxing power, including the five mil1 tax t authorized to be levied by said A?nendment to the Constitution, and applicable to the payment of this bond and other bonds of this series. This bond may be registered as to principal in a book kept for the purpose in the of face of the City Clerk. After such registration no transfer here- of shall be valid except and until registered on said book, unless such previous registration shall have been made to bearer, which shall restore transferability by delivery. This bond shall not be valid until authenti- cated by the certificate hereon of the Bankers Trust Company of Little Rock, Arkansas. IN WITNESS WHEREOF, the City of Little Rock has executed this bond by the hands of its Mayor and City Clerk, and attested it with its corporate seal, and has caused the coupons hereto attached to be authenticated by the fac simile signature of its Mayor, on this first day of November, 1929. DATE OF FUGISTRYt IN WHOSE NAME REGISTEREDs REGISTRAR - -5 -- The City Clerk is hereby authorized and ordered to transmit to Halsey, Stuart & Company, at its office in Chicago, Illinois , the sum$ necessary to pay the maturing principal and interest in each year, together with the f ee of 12 X f or each $100 par value of bonds and 25,t for each $100 par value of coupons, charged by the said paying agent for its services in paying the bonds and coupons. k Section 2• It is ascertained and hereby declared that the City of Little Rock has no proper airport, and that the con- struction of a proper airport, where airplanes can land and take off, is essential to the public safety; that its fire - fighting apparatus and fire alarm system are in imperfect condition, and that the purchase of fire - fighting apparatus and a fire alarm system are essential to the public safety; that its General Hos- pital is not large enough to meet the public needs and its equip- ment is insufficient, and that the building of an addition to said Hospital and the purchase of equipment therefor are essen- tia]. to the public health; and it is therefore declared than an emergency exists, and that for the preservation of the public health and safety it is necessary that this ordinance go into immediate operation, and this ordinance shall therefore take ef- feet and be in force from and after its passage. pmt October 28, 1929.
