BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROM
SECTION 1. An election is hereby called to be held at the
usual polling places in the City of Little Rock on the / day

of Little Rock shall issue bonds for the following purposes and

Said bonds shall be dated as near the date of
sale thereof as practicable.
Section 3. Said election shall be conducted and
the vote thereat canvassed and the result thereof declared
under the law and in the manner now provided for municipal
elections, and notice of said election shall be given by the
Mayor by advertisement weekly for at least four (4) times in
some newspaper published in the City of Little Rock and having
a bona fide circulation therein, the last publication to be
not less than ten (10) days prior to the date of said election.

At said election only qualified voters of the City of
Little Rock shall have the right to voter.
The result of said election

shall be proclaimed by the Mayor by publication in some newspaper
published in the City of Little Rock, and his proclamation shall
advige the citizens and property owners of said City that the result
as proclaimed will be conclusive unless attacked in the courts within
thirty (30) days after the date of such proclamation.
Section 3. It is ascertained and heteby declared that
the condition of several of the streets hereinbefore described is a
menace to the public safety and to the lives and limbs of all persons
traveling thereon; that there is immediate need for street cleaning
apparatus for the preservation of the public health; that the con-
struction of two incinerators is also immediately necessary for the
public health; that the traffic by air is now so extensive that the
construction and equipment of a proper municipal airport is essential
to the public safety, since the City now has no airport at which
airplanes can safely land or from which they can safely take off; that
the opening of a civic center and improvements of the public parks as
above set forth are essential to the public health; that the purchase
of fire fighting apparatus and the installation of a firer alarm system
are essential to the public safety; that the making of an addition to
the Little Rock General Hospital and the purchase of equipment there-
for are essential to the public health; that the Aztension and im-
provement of the municipal light plant and the distributing system
therefor are essential to the peace and safety of the public; that all
of said improvements are urgently demanded at this time and are es-
sential to the preservation of the public peace, health and safety.
An emergency is therefore declared, and for the preservation of tits
public-peace, health and safety thi sordinance shall go it
operation.
