WORTHEN'S ADDITION TO THE CITY OF LITTLE ROCK, ARKANSAS, THENCE NORTH ALONG
TIE LINE OF THE ALLEY BETWEEN 22 and 23 and CROSS AND PULASKI STREETS TO
SEWER DISTRICT NO. 52, LTD FOR OTHER PURPOSES:
BE IT ORDAI'_3ED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK:
Section 1. That the right and privilege are hereby granted to L. L.
McDowell, his heirs and assigns, to construct and maintain at his own expense
a certain line of sewer, extending from Lot 7, Block 16, Wat Worthen's
Addition to the City of Little Rock, Arkansas, north along the line of the
alley between 22 and 23 and cross and Pulaski Streets, iln the city of
Little Rock, Arkansas, to the line of sewer on 22nd Street belonging to
Sewer District No. 52. It is provided, however, that said sewer shall be constructed
according to the plans and specifications as approved by the Superintendent
of Public Works of the City of Little Rock, and shall be large enough and
sufficient to carry at least ten per cent more than the sewage of Block 16,
�- Wat Northen's Addition to the City of Little Rock, Arkansas.
?_ Section 2. In consideration of L. L. McDowell advancing the funds

necessary for the construction of said sewer and maintenance of same, he is
hereby granted the exclusive control of the sewer main herein authorized, for and
during the period provided by this ordinance, and he is authorized to permit
or prevent any connection therewith by any person, persons, corporation or
n ' firm, except upon the terms and conditions specified in this ordinance.
Section 3. That the said L. L. McDowell shall permit all property
owners, whose property is located in Sewer Improver.ent District No. 52, to
connect with said sewer upon the payment of the sum of $50.00, and all
property owners, whose property is outside the boundaries of Sewer District

Section 4. Ash- a�olo(n as• L. L. McDowell rreeceives ag sumuelq,; al, to the cost
of construction plus eight per cent, then said sewer shall be turned over to
the City of Little Rock. Provided, however, that said sewer shall be turned
over to and become the property of the city after the expiration of five years,
regardless of whether or not L. L. McDowell has been reimbursed for the cost
of construction plus eight f)er cent.
Section 5. The City Collector is hereby designated as collector for the
parties mentioned herein, acid he shall collect and receive all fees for
permission to connect to the herein authorized line of sewer, avid retain
three per cent of all amounts collected for the benefit and use of tree City
of Little Rock, and pay the balance to L. L. 1cDowell as provided in Section
3 of this ordinal ce.
Section 6. Tie said L. L. McDowell shall file his written acceptance
of the terms of this ordinance within thirty days from the date of passage, and
upon his failure to do so, the ordinance shall be of no effect.
Section 7. This ordinance shall take effect and be in force from and
after the date of its passage.
