Whereas, more than ten (10) owners of real property,
. in that
portion of the City of Little Rook hereinafter donor*".

petitioned the City Council to take steps toward the
making of local improvements in said city by forming said
territory into an improvement district for the purposes herein-
after set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. ' That all of the real
property situated
within the following territory, to -wit:
Beginning at.the Southeast corner of Block 355, original
City of Little Rook, Arkansas, for a point of beginning; thence
North along the Bast boundary of said Block 355 to the South
bank of the Arkansas River; thence in a Northwesterly direction
along the said South bank, following the Meander thereof, to
