BE IT ORDAINED BY THE CITY COUNCIL OF TH'u CITY 01' LITTLE ROCK, ARKADSAS.
Section 1. That the privilege is hereby granted to W.B. 'Stt:= nsbery,
his heirs :.nd assigns, to coflstruct and maintain at his own expense sewer
laterals, within the boundaries of the following described territory: -
Beginning at a point which is the interse:ctit. -n of the center
line of Capitol avenue and the center line of Elm streets; thence south
along center line of Elm street to the center line of Seventh street;
thence East along the center line of Seventh street to the center line of
Maple street; thence Bouth along the center line of j,,jple street to the
center line of Seventh street (offset); thence Last along the center line
of Seventh street to the center line of Brown street; thence North along
the center line of Brov]4 street to the center line of capitol avenue;
thence West along the center line of C�,,,pitol avenue to the center line
of Elm street which is the point of beginning, and m € -j,king proper con-
nections of all laterals to the city sewers under the direction and ap-
proval of the Supt. of Public `Norks.
Section 2. In cons ideratioia that the said 67.3. Stualsbery furnish all
labor and materiels necessary for the coj)struction of the s -i.id sevier
laterals, and for the proper maintenance thereof, and he, his heirs and
assigns, are hereby granted the exclusive control of said suer laterals
for and duriii g the period provided in this ordinance and he is hereby
authorized to permit or prevent connections therewith by any person,
persona, corporation or corporations, except upon terms and conditions
s-pecified in the next succeeding section of this ordinance.
Section 3. Any person, persons, corporation or corporatiais being

the owner~ or ovmers of any lot a0 Aaeent and accessible to the said sever
laterals, is hereby permitted to form a connection with the sewer laterals
hereby authorized to be constructed, upon the payment to the said V.13.
Stansbery, his successors or assigns, of a sxn not exceedi.f:g Seventy -
five (,75.00 ) Dollars for each and every lot; provided, that, in the
event that two houses shall be constructed on any lot, by the owner of
the full lot, both such houses may be eoiinected with said sewer lateral`;
under a single charge. Should more than two houses be constructed on
any lot, by the owner of t' °pr- full lot, a payment not to exceed thirty
($3000 ) Dollars for each additional house. Four houses in one block
will constitute the neee city of constructing a lateral.
Whenever the amounts that may be ;paid to the said W.B. Stansbery,
his heirs or assigns, for the privilege of forming connectim s with said
sedver laterals, shall aggregate ,ar$ amount sufficient to reimburse him
for the expenses of constructing and maintUaing said sewer lateral plus
35' of cost of construction together with interest the reon at the rate
of la` per annum from the respective dates of such exl enditures plus
the privilege hel-eby granted to said .8. Stansbery, his heirs and assigns„
shall then and thereupon cdase, and the said sewer laterals shall then
and thereupon become the property of the City of Little Rock, and subj
ject to the eo itrol of the city council then of.
provided, that the said :,.B. St,,uisbery, his heirs and assigns,
shall upon the completion of said sewer laterals, file ;;ihh the City
Clerk of the City of Little Rock, Arkansas, an itemized statement of the
cost of the construction of said sewer laterals, and the maintenance
thereof, approved by the Superintendent of rublic Works, and sworn to
by the said N.B. Stansbery, his heirs or assigns, which said statement
shell be the basis for settlement contemplated in this section and the
turning over of said sewer laterals to the city.
Provided, that the City Col1e etor is hereby empowered and
instructed to make collections for &11 collections made to said sexier
laterals, -nor which work the city shall receive a` of the same.
