property adjoining the locality to be affected and situated in Sidewalk
Improvement District No. 421, in the City of Tittle Rock, Arkansas,
organized for the purpose of constructing or building :^.ard sarfaced
sidewalks, and doing the necessary grading therefor; on the ':''est
side of Brown Street beginning at the North line of lot 2, Block 1,
Highland Park Addition to the City of Kittle Bock, thence running

Little Rock, excepting therefrom the intersecting East and 'Best

the South property line of Blocks 7 and 8, Chesterfield Square,

Rock for the constructing of said improvement and
that the cost thereof be assessed upon the real property in said
district according to the benefits received; and,
WHEREAS, said benefits received by each and every block, lot
and -pB reel of real property, railroad and railroad right -of -way
situated in said district equals or exceeds the local assessment thereon,
and.,
this Council finds; that the estimated cost of said

improvements is l� 1c,642 including the fees of the engineer and attorney
for the District rind other expenses, exclusive of interest, and that the
assessed. benefits amount to 17,921 and; that the total cost oofthe im-
provement, exclusive of interest, is less than fifty per
assessed value of all property in the District; now therefore:
BE I� '?ED by the City Council of the City of Tittle Rock:
Sec. 1. That the said several blocks, lots and parcels of
real property, railroads and railroad rights of way, in said Sidewalk
Improvement District No. 421, be and they are '.-ereby assessed ac-
cording to the assessment list as the same now remains in the office
of the City Clerk of the City of little Roc's, `;nd as the sar ^e ma -/
be annually readjusted by the Board of Assessors and, that ten per
centum of said assessment of the value of benefits to each of said
blocks, lots am pl arcels of land, railroads and railroad rights -of -way,
