3 A RESOLUTION TO EXTEND THE CURRENT CONTRACT WITH QCA TO
4 PROVIDE HEALTH CARE INSURANCE FOR CITY EMPLOYEES FOR THE
5 YEAR 2010; AND FOR OTHER PURPOSES.

7 WHEREAS, the current provider for the health care insurance for City employees, QCA, has submitted a
8 renewal proposal which provides coverage that is unchanged from 2009, and
9 WHEREAS, the renewal premium quote will result in on overall increase of less than four (4) percent for
10 group coverage and a slight decrease in the monthly premium amount for those employees who elect dependent
11 coverage, and
12 WHEREAS, the combined result is a total increase in cost to the City of approximately five (5) percent, and
13 WHEREAS, the City will benefit from the quote as well as the innovative approach QCA as taken with respect
14 to employee wellness, and
15 WHEREAS, the changes and proposed renewals have been reviewed by Human Resources staff, the City's
16 independent benefits consultants, the Employee Health Care Task Force and representatives of the three recognized
17 employees groups, and it has been recommended that the QCA renewal proposal be accepted;
18 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
19 LITTLE ROCK, ARKANSAS:
20 Section 1. The City Manager is authorized to extend the current contract with QCA to provide health care
21 insurance benefits to City employees for the year 2010.
22 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this
23 resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect
24 the remaining portions of the resolution which shall remain in full force and effect as if the portion so declared or
25 adjudged invalid or unconstitutional was not originally a part of the resolution.
26 Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with the
27 provisions of this resolution, are hereby repealed to the extent of such inconsistency.
