3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A
4 CONTRACT WITH LINEBARGER GOGGAN BLAIR & SAMPSON, LLP TO
5 PROVIDE LEGAL SERVICES FOR THE COLLECTION OF DELINQUENT
6 COURT FINES AND COSTS; AND FOR OTHER PURPOSES.

8 WHEREAS, A request for qualifications was issued for collection of delinquent court fines and
9 costs; and
10 WHEREAS, The four proposals received were reviewed by a staff selection committee; and
11 WHEREAS, The proposal submitted by Linebarger Goggan Blair & Sampson, LLP was selected as
12 the best qualified bid; and;
13 WHEREAS, The fees for services are contingency -based and will only be paid when the delinquent
14 receivable is collected; and
15 WHEREAS, There will be no cost to the City for the collection efforts put forth on accounts deemed
16 uncollectible or recalled;
17 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
18 OF LITTLE ROCK, ARKANSAS:
19 Section 1. The Board of Directors hereby authorizes the City Manager to negotiate and enter into a
20 contract with Linebarger Goggan Blair & Sampson, LLP to provide legal services for the collection of
21 delinquent court fines and costs.
22 Section 2. Funding for this contract will be available through the delinquent court fines and costs
23 recovered.
24 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
25 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
26 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
27 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
28 resolution.
29 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
30 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
