3 A RESOLUTION IN SUPPORT OF SENATE BILL 77, AN ACT CONCERNING
4 AGGRAVATED CRUTELY TO DOGS, CATS, AND HORSES AND RELATED
5 OFFENSES AND CONCERNING ANIMAL MANAGEMENT PRACTICES; AND
6 FOR OTHER PURPOSES.

8 WHEREAS, there is a great need in the State for a more comprehensive modern law
9 regarding cruelty to animals, to include better definitions and proportionate penalties for
10 various offense levels and appropriate punishment therefore; and
11
12 WHEREAS, certain offenses against animals are so egregious and cruel as to warrant
13 the imposition of a felony penalty; and
14
15 WHEREAS, SB 77 is a carefully crafted bill designed to improve the treatment of
16 animals in our State.

18 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
19 LITTLE ROCK, ARKANSAS:

21 Section 1. The Board of Directors supports SB 77 and urges the Governor to sign the
22 legislation to address the problem of animal cruelty in our State.

24 Section 2. Severability. In the event any title, section, paragraph, item, sentence,
25 clause, phrase, or word of this resolution is declared or adjudged to be invalid or
26 unconstitutional, such declaration or adjudication shall not affect the remaining portions of the
27 resolution which shall remain in full force and effect as if the portion so declared or adjudged
28 invalid or unconstitutional was not originally a part of the resolution.

30 Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
31 inconsistent with the provisions of this resolution, are hereby repealed to the extent of such
32 inconsistency.

34 Section 4. This resolution will be in full force and effect from and after the date of its
35 adoption.
